Posting Salary: Recommended hiring range is $83,000 to $93,000. Commensurate with experience.
Position Summary: Uses labor relations concepts and skills as a seasoned experienced professional with a comprehensive understanding of labor / union issues. Resolves complex issues. Normally receives little instruction on day-to-day work. General instructions may be provided on new assignments and initiatives.
Provides analytical support to the 13 systemwide labor contracts and 14 local labor contracts covering approximately 90,000 employees throughout the University large and complex institutional environment. Researches, develops, assesses and synthesizes information and recommendations from a wide variety of sources on a broad range of labor relations subjects in response to requests for information (RFIs) and other matters. Manipulates and performs analysis of large database records, provides observations and cost estimates to bargaining managers projections for proposals related to the terms and conditions of the labor agreements. Frequent application of excellent written and verbal communications skills as demonstrated by the ability to articulate complex information and issues clearly, concisely and persuasively using appropriate grammar, vocabulary and business style.

Duty 1: Works in a highly collaborative manner with diverse client groups across the organization, external contacts of significance, and members of UCOP HR management at all levels on various issues; advises UC colleagues of requests for information and other projects and topics.
Evaluate and provide written responses to Step 3 grievances as assigned by the Executive Director.
In consultation with other LR staff, evaluate proposed changes to terms and conditions of University employment and provide notice to unions as required by State Labor Law.
Coordinate and produce information necessary for specific projects and reports (e.g., Historical Wage Increase Chart, The Laminate, etc.).
Make analytical contributions to the Payroll/Personnel System Replacement Project (UC Path) as it pertains to Labor Relations matters.
Contribute to the development of model contract language that can be used by negotiators covering any matter included in a labor agreement.
Independently assess union and public requests for information (either under HEERA and/or the PRA); identifies information to be gathered, work with locations to determine most efficient and effective way to gather information, apply legal criteria to information requests, work with unions or other requesting parties to identify alternative means to comply and fulfill needs when request cannot be completed as requested. Ensure the University's commitments to provide regularly scheduled delivery of information to the Unions is satisfied including resolution of issues of content and access to the FTP site.
Assist with contract implementation, wage implementation and ad-hoc projects as assigned.
Serve in the absence of the Manager at Payroll Coordination meetings.
Produce Wage Implementation Team yearly schedule for conference calls and supportive wage implementation charts.
Perform analysis and make recommendations on policy, programs, and bargaining issues.
Assist in costing bargaining proposals. Provide accurate and complete data analysis.
Perform analysis and review budgetary and resource implications data.
Work collaboratively with the Negotiator, Managers, locations and LR Administrative Assistant to create the wage appendix (Appendix A) for labor contracts. Function:Support assigned projects and locations on system-wide HR issues, topics or projects Percent: 65
Duty 2: Independently ensure the University's commitments to provide regularly scheduled delivery of information to the Unions and third party mail houses are satisfied including resolution of content and access issues associated with these data files posted on the FTP site.
Update demographics and unions dues/fees on the web.
Provide training support, tool, techniques, and materials for HR professionals on information requests and data accessibility for union organizations. Function:Analysis and Research of information to support the Labor Relations Unit Percent: 30

Job Requirements Bachelor's Degree in Business or Health Care Administration, Human Resources, or related area or an equivalent combination of education and experience.
Six years relevant professional experience in training, benefits, employee or labor relations, or an allied field; demonstrated program proficiency and/or design experience in one or more human resources functional areas such as work/life programs, labor and employee relations, and related practices (subject matter expert in at least one of these areas), or an equivalent combination of education and experience.
Demonstrated skills and abilities in conflict resolution.
Excellent analytical and research skills as demonstrated by the ability to develop, assess, and synthesize information and recommendations from a wide variety of sources on a broad range of issues to formulate program, policy, and service recommendations.
Strong critical and creative thinking skills to assess current program design strengths and weaknesses and formulate original policy and programmatic designs; applies strategic thinking approaches to solving problems with the ability to see interrelated needs of stakeholders and plan members.
Demonstrated working knowledge of principles and practices of human resources programs and associated legal and procedural requirements and federal and state rules and regulations; interpretive knowledge of FLSA HEERA/CPRA.
Customer service orientation that demonstrates responsiveness in proactively addressing issues and escalated complaints.
Project management and organizational skills to plan and independently execute projects/tasks within specific and sudden deadlines, and successfully assess, balance, and prioritize numerous competing concerns. Required
Demonstrated, successful experience serving as a team lead on projects; in a collaborative environment build consensus and promote the exchange of information among project team members, project management staff, and internal units. Ability to teach, motivate, and influence others in order to accomplish a goal.
Demonstrated ability to function in a complex institutional environment. Ability to apply judgment and political acumen in problem solving; ability to understand interrelated needs of campuses, medical centers, LBNL the Office of the President, public agencies, all requesters and/or bargaining unions while being conscious of alternatives and their consequences.
Proficiency with MS Office Suite and other standard office software; experience with manipulation and analysis of large databases and web-based applications including statistical software to manipulate large volumes of data and determine/analyze observations, create formulas to cost projections for salary increases and other proposals that impact employee compensation and trends such as; and knowledge of HRIS systems.
Excellent written and verbal communication skills as demonstrated by the ability to articulate complex information and issues clearly, concisely, and persuasively using appropriate grammar, vocabulary, and business style.
Negotiation skills as demonstrated by the ability to articulate a specific position and persuade as necessary, presenting ideas and proposals in a convincing manner to influence the direction of a meeting, plan, or idea.
Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively with diverse staff within UCOP, at the campuses, medical centers, LBNL with other universities and higher education associations, the public and proven ability to represent University positions effectively to external constituencies and other colleagues. Graduate degree preferred; certification in one or more of the following areas preferred: HR, Project Management, World at Work Certified Compensation Professional (CCP), SHRM certification. Preferred
