Job Requisition Number: 27028. The Director, Strategic Planning and Assessment is the principal leader to the Division of Student Affairs in establishing an on-going, systematic program of assessment and evaluation essential to supporting the long term strategic planning of the Division of Student Affairs (SA) at UC Berkeley. The director ensures departmental and AVC area assessment projects are meaningful, manageable, and provide quality information for decision-making and evaluations that speak to value and impact of programs. The director develops and provides materials and professional development guidance to build the capacity necessary to achieve divisional assessment and evaluation goals. Additionally, the director synthesizes the results of department assessments and the program evaluation cycle to produce periodic reports summarizing the effectiveness and impact of Student Affairs' services and programs. In this capacity, the position works closely with the VCSA, senior Student Affairs administrators, the Student Affairs Executive Team, and organizes and leads the division based Assessment and Evaluation Leadership Workgroup.
As an essential advisor to the VCSA on divisional priorities and solutions, the incumbent uses advanced professional concepts and organizational objectives to resolve complex issues in creative and effective ways. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Applies full understanding of internal and external policies and procedures. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. The Director of Assessment, Evaluation, and Organizational Development reports to the Chief of Staff, senior advisor to the VCSA. The director is also a member of the VCSA’s Cabinet. In their role, the Director is a critical team member in ensuring the division performs optimally by utilizing data strategically to guide the direction of services and resources to meet divisional and campus priorities.
•Researches, gathers, analyzes and summarizes information for research projects with a broad range of internal and external and / or current and historical information. •Support departments in the development of assessment plans, including defining measureable program goals, identifying appropriate indicators and learning outcomes, determining the appropriateness of quantitative or qualitative information and measurement methods, benchmarking, and monitoring progress of assessment activities. •Work with departments to collect and analyze data for development of metrics appropriate to learning outcomes. Maintain access to data sources across the division that can be used for statistical analysis. •Provides advice and training to less-experienced staff members. Train and/or support unit assessment “lead” in the use of Campus Labs resources, specifically Baseline for survey and rubrics and Compliance Assist for annual assessment reporting. •Develop and execute an annual schedule of assessment workshops and other learning/professional development opportunities that enable SA units and departments to use multiple modes of assessment, including the assessment of usage, preferences, satisfaction, environments, and learning outcomes, and the use of quantitative and qualitative methods such as surveys, focus groups, interviews, rubrics, and other methods. Regularly review and provide units feedback on evaluation methods in order to improve data collection and analysis processes. •Create and lead a professional development evaluation program to enhance staff’s evaluation knowledge, skills, and abilities. Coach individual staff members on the technical and interpersonal skills necessary to champion evaluation in their departments/units. •Ensure that department assessment efforts are complementary and collaborative, that they use each other’s best practices and share as many methods of assessment and use of indicators and outcomes as possible to minimize redundant efforts and survey fatigue and maximize communalities in outcome reporting, where appropriate. •Partner, collaborate, and consult with other institutional evaluation experts such as Institutional Research and Academic Planning (IRAP) at the UC Office of the President, the Office of Planning and Analysis, and New Student Services to create cross-institutional efforts and comparisons. Work closely with campus partners to identify institutional data needs, determine analyses, and coordinate evaluations. •Oversee the design, implementation, analysis, and interpretation evaluation studies. Ensure findings are disseminated and encourage use of results among divisional leadership and unit level directors. Independently compute and interpret high level statistical analyses (e.g. hierarchical regression, analysis of variance, factor analysis, loglinear analysis) used for policy development and decision making by administrative leaders in Student Affairs and other senior campus leaders. Review and provide feedback on annual assessment reports in order to improve assessment methods, processes, analyses, and reporting. •Provide and interpret benchmark data (i.e., graduation and retention rates) used by senior administrators and staff to gauge progress on the attainment of institutional goals, division-wide goals, as well as program impact and effectiveness. Assist in the development of evaluation plans including methodology and analysis. •Able to synthesize complex issues and present them in a creative and non-technical manner. Coordinate the synergy of assessment efforts across the division to ensure alignment of student learning outcomes, the analysis and achievement of those outcomes and to promote communication and a sense of cohesion around assessment efforts. Develop strategies for ensuring a degree of congruence between departmental programs and assessment efforts and the divisional strategic planning framework. Lead efforts and provide expertise in the design and implementation of assessment activities throughout Student Affairs. •Serves as a unit representative both internally and externally. Develop strong familiarity of CampusLabs’ assessment management and reporting tools; provide or coordinate CampusLabs training; development and implement Student Affairs policy as related to CampusLabs; act as liaison between CampusLabs and Student Affairs, managing users, troubleshooting issues, and contract matters. Analyze raw data and convert it into meaningful statistics and graphs for presentations. •Analyze data sets as appropriate to meet divisional needs, including the analysis of assessment results, survey data and other discrete projects in support of divisional research efforts. •Help create and review Strategic Plan and ensure assessment and evaluation efforts are aligned and support the Strategic Plan. Ensure that an adequate number of departmental assessment and evaluation results contribute to divisional strategic goals and university goals. Develop compelling visual communications tool that effectively represent the plan. •Research and disseminate emerging and best practices in Student Affairs Assessment and Evaluation. Maintain leading role as assessment and evaluation through participation in professional organizations. Monitor the assessment environment for emerging and best practices in student development theory and research methodology to foster a culture of innovation and creativity in Student Affairs with respect to assessment and evaluation. Develop content and maintain a Student Affairs assessment and evaluation website that provides how-tos, resource materials, and annual assessment reports. •Disseminate or summarize reports, research articles and other communications from higher education publications and from campus academic units measuring student learning outcomes to Student Affairs assessment staff and managers. Increase the division’s assessment and evaluation capacity through internal and external workshops, webinars, and conferences. •Design and oversee production of the Student Affairs Annual Assessment Report. In collaboration with unit/department heads, integrate learning and process outcomes data, and other survey and institutional data to create the Student Affairs Annual Assessment Report demonstrating how units and departments contribute to the mission and goals of Student Affairs and the broader university. •Design and produce the Student Affairs Annual Assessment Report. Support Cluster Level Program Review: In collaboration with the VCSA Leadership team, develop a Program Review process including the review cycle, templates, time lines, and expectations.•Requires thorough knowledge in data collection and analysis techniques (e.g., SPSS, SAS, etc.); statistics or social science research techniques; knowledge of organization-specific computer application programs (for example, query tools and relational databases); knowledge of organizational principles and procedures involved in handling sensitive data (for example, Family Educational Rights and Privacy Act, or FERPA). Advanced knowledge of statistics and interpretation use of data. •Advanced active listening, critical thinking, good interpersonal skills and ability to multi-task. Demonstrated experience in leading or collaborating in advancing a culture of assessment and evaluations. •Advanced ability to present complex findings and recommendations in a clear concise manner verbally and in writing. Excellent interpersonal and presentation skills and training experience. •Understanding of organizational rules and regulations. Demonstrated ability to effectively articulate and advocate programs, policies, and procedures and direction of the organization using assessment results. •Able to provide good judgment and decision-making, problem solving. •Solid understanding of student affairs programs and services. •Demonstrated experience in the development of outcome measures for student affairs programs and services, including student learning outcomes. •In depth knowledge of creating and implementing a comprehensive assessment program, including measuring student learning outcomes at the divisional level. •Demonstrated experience in data collection and statistical analysis with tools such as MS Office, relational databases, web surveys, and skill in the use of at least one statistical software program (e.g., SPSS or SAS). •Demonstrated experience working in program evaluation. •Demonstrated hands-on project management skills. •A broad understanding of the student development and learning process in higher education. •Excellent written and oral communication skills.
Education/Training: •Bachelor’s degree in related area and/or equivalent experience/training is required •Minimum 5 years of demonstrated experience and advanced knowledge in the use of qualitative and quantitative research and analysis methods such as focus groups, interviews, surveys, design of assessment instruments, and development of assessment plans in a higher education environment
