Reporting to the Director of Service Planning and Project Management, the Project Management Services Manager is responsible for developing, implementing, promoting and maintaining standardized project management methodologies, tools and associated processes for TTS. Key responsibilities include researching and designing division-wide project management standards and processes, acting as an information resource and subject matter expert to TTS management and project managers, and overseeing and coordinating project planning and resource management activities within and across TTS directorates. Additional responsibilities include leading and facilitating monthly project portfolio review meetings, creating and maintaining a comprehensive dashboard containing the status of all current projects throughout TTS, leading the evaluation and implementation of software tools to improve and enhance project and resource planning and group collaboration, maintaining a centralized information repository of project management resources and information, and serving as a resource for post-implementation audits of completed projects to assess success and identify lessons learned. This is a highly visible position that requires demonstrated experience in managing complex projects, expert-level knowledge of project management methodologies and processes, the ability to advise and mentor project managers, advanced skills in collaboration and consensus building, and the ability to influence and promote organizational change.
Bachelor's Degree plus 5-7 years of experience managing progressively complex enterprise-level projects and their project managers.
Extensive knowledge of IT project management processes, both waterfall and agile, and project management best practices and industry standards.
Experience with and strong knowledge of IT project management tools and project office tools.
Ability to produce or build a broad arsenal of IT project management tools to support and manage IT projects.
Strong familiarity with and understanding of IT system development methodologies.
Basic conceptual understanding of the universe of IT projects and information technologies.
Experience in leading, coaching and mentoring experienced project management and IT professionals in IT project management.
Demonstrated experience creating or implementing and propagating resource planning techniques and tools that facilitate cross-organizational project planning and management
Ability to motivate project managers and IT professionals toward common goals.
Demonstrated ability to design, implement, and improve business processes and workflow.
Experience monitoring, tracking, and maintaining documentation for multiple concurrent projects spanning multiple project teams.
Experience leading and facilitating meetings and delivering detailed project status reports to colleagues and senior management.
Experience developing, maintaining, and communicating operational and performance metrics with project management tools.
Strong oral and written communication skills.
Ability to clearly communicate complex technical concepts to non-technical audiences.
Strong problem solving and analytical skills.
Experience working in higher education.
Experience managing or having a senior-level role within a Project Management Office.
PMP, ITIL, or other industry-recognized certifications or designations.
Special Work Schedule Requirements: Occasional evening or weekend work, as well as the ability to participate in a 24x7 on call rotation for major incident support activities.
