The Johns Hopkins Facilities & Real Estate (JHFRE) Design & Construction (D&C) department is responsible for all major and minor capital projects on the historic JHU Homewood campus, the Peabody campus, other Baltimore locations, Washington DC, and Montgomery County.
Under supervision of the Director of Design & Construction (DDC), the Associate Director (AD) is responsible for all contracting for the project portfolio including design services, construction services, project related furnishings and equipment. The project portfolio includes minor capital, major capital, leasehold tenant improvements and maintenance projects.
Project contracting is currently decentralized within D&C and managed by each Project Manager respectively. The AD will be responsible for evaluation of existing policies, development of new policies, and creation of a dedicated contracting team.
Working with the project management team, the AD is responsible for the preparation and assembly of all bid and contract documents, bid schedules, conducting contract negotiations, qualification and evaluation meetings, managing bid/proposal solicitations, receipts, openings, evaluations and recommendations. The AD is responsible for managing post award contract administration including negotiation of amendments and supplemental agreements.
In collaboration with the JHFRE D&C team, the AD is responsible for the implementation of the HopkinsLocal Economic Inclusion (EI) program for the project portfolio including data collection, vendor development and workforce development. The AD is responsible for the data collection requirements for the EI program.
The AD will manage a staff that currently includes three accounting specialists, a program manager dedicated to Economic Inclusion with an emphasis on workforce development and a project analyst. The AD will evaluate and recommend staff assignments as needed to create the dedicated contracting team.
Essential Job Functions:
Collaborates with the project management staff to develop project requirements.
Collaborates with JHU Purchasing to develop and implement procurement strategies.
Establishes and implements contracting strategies in alignment with the Johns Hopkins Economic Inclusion program.
Generates and manages RFQ's and RFP's including scope, schedule, addenda, bid analysis, interviews, award recommendation, and contract negotiation.
Manages project commitments including contracts, SAP shopping carts, SAP purchase orders, and invoicing through project management system and SAP.
Collaborates with the School of Medicine D&C, School of Public Health D&C and the Johns Hopkins Health System (JHHS) Procurement group to develop standard procedures and processes for the enterprise D&C groups.
Collaborates with the JHHS Procurement team to develop Economic Inclusion strategies for vendor development and workforce development.
Represents JHFRE D&C on the JH enterprise Vendor Review Committee to evaluate potential consultants, contractors and vendors and monitor performance of vendors across the portfolio.
Tracks and reports on Economic Inclusion goals across the project portfolio.
Collaborates with General Counsel and Risk Management regarding contracting requirements.
Works closely with the project management teams to establish contracting schedules, projects schedules, project scopes and requirements.
Supervises staff, manages, processes and ensures procedural compliance related to contracting project-related needs including but not limited to design and consulting services, construction services, construction materials, furniture, fixtures and equipment for capital and other projects that are the responsibility of JHFRE D&C.
Supports JHFRE and D&C business and administrative matters, including but not limited to, contract administration, economic inclusion tracking, close-out, warranties, procurement and related matters, legal/contractual matters, dispute resolution and negotiations and other project management functions.
Develops policies and procedures and manages their implementation in accordance with JHFRE or D&C strategic objectives and initiatives. Prepares staffing plans, and manages resources to achieve goals. Performs general managerial duties such as supervising staff, planning, scheduling, data analysis, reporting and presentations.
Coordinates training and other programs to develop and enhance individual technical and management skills and to ensure the retention and career advancement of employees and managers of D&C. Represents D&C to customers and other departments and senior leadership.
Bachelor's degree preferably in Architecture, Engineering, Law,Construction, or Business.
Additional experience may be considered in lieu of education.
Ten years of progressive experience in construction procurement or related field.
Knowledge, Skills and Abilities:
Detailed knowledge of project management, design process, construction process and methods, and equipment installation/inspection.
Detailed knowledge of procuring project-related needs and any subsequent contracting.
Detailed knowledge of American Institute of Architects (AIA) and Construction Specifications Institute (CSI) forms and formats related to general conditions and general knowledge related to technical specifications.
Detailed knowledge of design and construction agreements and associated legal concepts and language.
Detailed knowledge of contracting procedures and language.
Proficient knowledge of computer applications including Windows, word processing, database, spreadsheet, project management and presentation packages.
Proficient knowledge of engineering design, construction and maintenance terminology and fields.
