Position Summary: The Office of Ethics, Compliance and Audit Services (ECAS) is located at the systemwide University of California Office of the President (UCOP) and provides direction, education, and oversight for the presidential policy process, investigatory services, and auditing and monitoring. ECAS provides guidance and resources to the University of California (UC) locations to optimize ethical and compliant behavior and improve operations through effective controls and processes. The Regents of the University of California established a UC-wide ethics and compliance program in 2006. The program's infrastructure includes a broad cross section of specific and shared risks and stakeholders from ten UC campuses, five medical centers and the Lawrence Berkeley National Laboratory. The Senior Vice President and Chief Compliance and Audit Officer (SVP) is the Principal Officer of the Board of Regents of the University of California. The SVP provides communication and updates to the Regents through the Board's Compliance and Audit Committee, or the full Board if required.
The Director of Compliance for ECAS will report directly to the SVP. This senior leadership position will work closely with the SVP on planning, implementing and monitoring the systemwide Ethics and Compliance Program. The Director of Compliance supervises subject matter experts in Healthcare Compliance, Research Compliance, Export Control, and Privacy. This position will work closely with the Chief of Staff, Deputy Systemwide Audit Officer and the Director of Investigations to maximize accountability and stewardship of resources and the alignment of departmental goals.
The Director of Compliance will directly assist the SVP in communicating a culture of ethics and compliance throughout UC locations and must model integrity and ethical behavior in all dealings. Essential to this role is being a fully engaged self-starter. The Director will have a strong understanding of the risk assessment process, internal and external audit, workplace investigations and compliance best practices in a higher education environment. We are seeking an empathetic and strategic thinker with experience managing conflict and inspiring collaborative leadership.
The Director of Compliance will assist the SVP in assessing and evaluating systemwide risks, including those embedded in the operations at UC locations to ensure that regulations, Regental and UC policies and other compliance requirements are met. The Director will assist the SVP in presentations to senior leadership and the Regents Compliance and Audit Committee and work with various UCOP, campus and medical center committees and colleagues sysemwide.
The Director of Compliance will, in strong partnership with the Campus Ethics and Compliance Officers and Healthcare Compliance Officers at each UC location as well as ECAS managers and other stakeholders, analyze and assess ethics and compliance controls and risks and make recommendations for enhancement and improvement where needed. The Director of Compliance will regularly and proactively collaborate with campus and medical center colleagues on a variety of projects and initiatives, and offer best practices and subject matter expertise in significant and emerging high-risk areas.

Duty 1: Compliance Program: Participates in the development and implementation of the systemwide ethics and compliance strategic plan and risk assessment. Leads the systemwide compliance education and training program to develop and disseminate regular, ongoing education targeted at specific high-risk areas. Serves as a resource to help implement structures and communication, policies, training, assessment, and monitoring across the highest risk ethics and compliance areas identified through the systemwide risk assessment. Duty 2: Compliance Program: Works with colleagues to promote a culture of integrity, accountability, and compliance. Designs and influences adoption of long-term strategies for education and general compliance program strategy that mitigate UC's highest systemwide compliance risks. Provides strong leadership that models and promotes cooperative efforts among Campus Ethics and Compliance Officers, Healthcare Compliance Officers, Privacy, Export Control Officers, and others across all UC locations and ECAS to help mitigate systemwide compliance risk. Duty 3: Compliance Program: Serves as a strong partner with Campus Ethics and Compliance Officers and Healthcare Compliance Officers to develop, collect, aggregate and present metrics related to the annual systemwide risk assessment/work plan, and annual report. Function:3 Percent: 20
Duty 4: Direct Management Responsibilities: Key to this role is a requirement for continuous engagement with the Campus Ethics and Compliance Officers, the ECAS team and other stakeholders. The Director of Compliance will be highly organized and fully engaged with ECAS team members in a positive way that balances motivation, delegation, and individual development with accountability and progress. The Director of Compliance will directly supervise a team of subject matter managers in various areas of research, healthcare, privacy compliance and export controls. Function:4 Percent: 20
Duty 5: Communication: Outstanding written and verbal communication skills. Ability to communicate effectively with diverse stakeholders including board members, faculty members and staff across campuses and medical centers and senior leadership. Critical focus on relationship-building among the Campus Ethics and Compliance Officers, Healthcare Compliance Officers, as well as the ECAS team. Ability to manage through conflict with excellent negotiation skills. Calm and steady demeanor in all settings. Function:5 Percent: 10
Duty 6: Decision-Making: Ability to gather information quickly and make informed and reasoned decisions based on the information and timing available. Function:6 Percent: 10
Duty 7: Team Management: Maintain subject matter expertise, continuously research and stay abreast of emerging ethics and compliance matters and promote professional growth and development of the ECAS team. Set long- and short-term goals and objectives and provided guidance as needed to ensure successful outcomes. Monitor budgets, costs and resources related to activities pertaining to assigned ECAS staff. Function:7 Percent: 10
Job Requirements Education: Bachelor's degree in related area and / or equivalent experience / training Required
Strong interpersonal skills including negotiation and communication; proven ability to reach across a wide variety of audiences for different areas of ethics and compliance. Required
Advanced knowledge of the compliance and ethics profession, theories, and standards. Preferred
In depth-ability to provide effective management and supervision of a specific program within the ethics and compliance functions. Preferred
