MUFG has established the Global Financial Crimes Division (GFCD) in New York, USA to lead the program.
The GFCD Conformance function is responsible for driving adherence to GFCD Quality Assurance (QA) and Monitoring Standards in the first line of defense through technical advisory and training support, and building an effective second line of defense QA capability that will be predominately located in GFCD Centers of Excellence.
MUFG's financial crime compliance framework includes control processes designed to help the Bank detect, deter, and prevent financial crime as well as assess and mitigate related risks (i.e., money laundering and terrorist financing risk, sanctions risk, and bribery and corruption risk) in a manner that is consistent with applicable laws, rules, regulations, supervisory guidance, and commensurate with the Bank's risk profile and risk appetite. NUMBER OF DIRECT REPORTS 3 (UK, US, and Asia Pacific location to be determined) MAIN PURPOSE OF THE ROLE Reporting into the Global Head of GFCD Conformance, this new position has been created for the purpose of establishing a globally consistent approach to Financial Crimes Conformance for MUFG. One of several key regional leadership positions in the new GFCD Conformance function, this position will be responsible for the implementation, development and management of conformance advisory services to business teams and regional financial crime offices compliance teams, in the MUFG group, following the global conformance methodology and practices.
In connection with the Global Financial Crimes Conformance Program -
Lead the implementation of an effective and efficient global structure to provide advisory services for establishing and maintaining the global Quality Assurance practices over financial crime processes.
Deliver global advisory services to support the implementation and the ongoing delivery of the GFCD function monitoring program.
Lead a team of GFCD Conformance regional advisors supporting the implementation and ongoing management of the GFCD Quality Assurance program across all first line of defense and Regional Financial Crime Offices.
Actively engage with key global and regional stakeholders to deliver analysis and assessment of key risks, control weaknesses and improvement opportunities.
Liaise and collaborate with Global GFCD Conformance and Global GFCD functions (AML, Sanctions. AB&C) to ensure alignment to global policies and requirements as well as appropriate coverage for key financial crime risks identified by the global leadership team.
Work collaboratively across functional teams within GFCD to ensure effective and efficient operations with clearly defined roles and responsibilities.
Liaise with regulators and supervisors in connection with the global program and related regulatory issues.
Work with the Global GFCD Conformance leadership team to provide routine updates to GFCD leadership, senior management, and appropriate governance fora.
WORK EXPERIENCE Essential:
10 plus years of internal or financial industry and compliance experience, preferably within a global organization in a role directly involved with driving change, program enhancement and critical program evaluation
Experience in analyzing or managing financial crime investigative processes
Experience in developing/enhancing financial crimes-related programs within existing structures
Experience interacting with the Executive Committee Leadership, control function leadership, and compliance subject matter experts
Experience interfacing with banking regulators and enforcement staff
Thorough understanding of an effective financial crimes risk management framework
Proven managerial skills necessary to successfully administer a core support and critical regulatory relationship function within a diverse organization and effectively coordinate between multiple business and support units

PERFORMANCE AND DUTIES The role holder will be assessed in accordance with their employing entity's performance framework and process with relevant input obtained from the dual hatting entity as relevant. As duties and responsibilities change, the job description will be reviewed and emended in consultation with the role holder. The role holder will carry out other duties as are within the scope, spirit and purpose of the role as requested by their line manager or Department Head. MANAGING CONFLICTS OF INTEREST
The role holder will have responsibilities for both MUFG Bank and MUFG Securities EMEA plc.
The role holder will be required to perform their duties and responsibilities on an entity neutral basis, without favour.
The role holder is required to follow regulatory requirements applicable to ensure each business is appropriately supported and to maintain the legal entity integrity of each of MUFG Bank and MUS.
Working terms are dictated by functional mandates, the terms of the Dual-Hat Arrangement Agreement in place between MUFG Bank and MUFG Securities EMEA plc and any other relevant agreements entered into between MUFG Bank and MUFG Securities EMEA plc.
The role holder will have responsibility for identifying and resolving where there may be a difference or conflict in needs between MUFG Bank and MUFG Securities EMEA plc, escalating to their manager where required.
