This position is responsible for providing full-life-cycle proposal, Contracts and Subcontracts management and administration of government and commercial contracts in support of assigned Business Unit(s), while concurrently maintaining compliance with all applicable government laws, regulations and company processes, policies and procedures. Requires high degree of independent and creative judgment applied to highest-level goals and objectives of Xator.
DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS)
Provide high-level contracts/business management support to assigned customers, both internal (Business Units) and external (Contracting Activities and Prime Contractors). Interface with Program Management/Operations, Business Operations, and other personnel at all levels to establish priorities, set interdepartmental expectations, and ensure all requirements are properly identified, addressed and met.
Perform cradle-to-grave contracts and subcontracts administration/management of assigned contracts in accordance with internal policies and procedures and government regulations.
Act as alternate small business liaison officer to include preparation, management and reporting of Individual Subcontracting goal plans and small business participation plans.
Lead and prepare detailed pricing, price/cost volumes and administrative volumes in response to government and prime contractor solicitations.
Support Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) audits.
Prepare, review, negotiate, execute and administer agreements that include, but are not limited to, the following: Consulting Agreements, Memorandum of Understanding Agreements, Teaming Agreements, Non-Disclosure Agreements, Proprietary Information Agreements, Licensing Agreements and Reseller Agreements.
Support the Director of Contracts in the development, implementation and management of corporate policies and procedures.
Prepare monthly and financial status reports for assigned proposals, contracts, task orders, subcontracts, modifications and agreements, as required.
Maintain/update corporate databases and online sites as assigned.
Monitor, manage and administer assigned contracts portals.
Execute special projects, as assigned by the Director of Contracts, and assist fellow Contract Managers during surge requirements.
Support new business pursuits, as required.
Ability to deal effectively with competing priorities and deadlines, and able to manage multiple tasks in a fast paced environment while demonstrating a professional attitude.
JOB REQUIREMENTS AND QUALIFICATIONS
Experience must include a solid track record as a Contracts Manager in support of large government programs to include single- and multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and their subsequent task orders, and lead-in pricing and/or cost/price/admin volume development in support of large proposals. Negotiation and administration of collective bargaining agreements a plus.
Must possess significant experience with all standard contract types to include services and hardware/products performance-based contracts. Must have in-depth knowledge of all contract types, such as Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Award-Fee (CPAF), Time and Material (T&M), Fixed Price (FP) Level of Effort (LOE), etc.
Must have a strong working knowledge of Federal Acquisition Regulations (FARs), Defense Federal Acquisition Regulations (DFARs), agency supplements and other related government regulations.
Proven ability to manage multiple projects simultaneously under tight deadlines
Demonstrated ability to manage priorities, and solve complex problems/challenges. Ability to identify issues and leverage knowledge and experience to develop strategic and tactical solutions
Must be proficient in Microsoft® Office® Suite (Word®, Excel® and PowerPoint®, etc.).
Experience with Deltek CostPoint, Earned Value Management System (EVMS) and SharePoint® is a plus but not required.
Must be able to communicate, both verbally and in writing, with a demonstrated ability to negotiate effectively with Government Contracting Officers and Prime Contractor Contract Managers.
Must have or be able to obtain a Top Secret security clearance.
Ability to work independently and to lead others effectively in a group setting to ensure Business Unit objectives are achieved.
Excellent verbal and written communication skills
Working knowledge of Export Control Compliance (ITAR, EAR, etc.)
Candidate must be U.S. Persons as defined in the ITAR, 22 CFR 120.15 (U.S. Citizenship or Resident Alien Status) and as defined by 8 U.S.C. 1101(a) (20).
Ability to Travel Domestically and Internationally as required
Education and Experience
Must possess a Bachelor’s Degree with at least 8 years of progressive experience in Government Contracting.
Five (5) years of progressive responsibility in a management capacity
CPCM, CFCM, and/or CCCM certification (desired)

Contracts Experience with both Services & complex Training System Design and Development Programs
Acting Member of National Contract Management Association (NCMA)
