Position Summary: The Director of Student Financial Support manages the development, implementation, communication, and assessment of the University of California's system-wide student financial support strategies, programs, and policies. The position combines high-quality, critical analysis of policy issues with collaboration, consensus-building, and outreach among all constituents affected by student financial support issues at the University of California. Constituents include but are not limited to senior leadership at the Office of the President, Vice Chancellors for Student Affairs, Associate Vice Chancellors for Enrollment Management, Graduate Deans, Financial Aid Directors, Registrars, campus residence deputies, student accounts officers, students, student leaders, the Academic Senate, the University's State and Federal offices, external organizations such as the California Student Aid Commission, and the Office of the Secretary of the Regents. The Director manages a unit consisting of a staff of six, both managers and individual contributors, who collectively provide both strategic and tactical support to campuses and to the Office of the President to further the University's student financial support goals.

Duty 1: Reporting to and working in concert with the Vice President for Student Affairs, the Director develops long-range plans and strategies to proactively address high-priority, University-wide student financial support issues and in collaboration with the varied Student Financial Support constituents. Participates with other senior managers in Student Affairs to establish strategic plans and objectives. Interactions normally involve controversial situations, customer negotiations, or influencing and persuading executives, senior level managers and/or major customers. Interprets complex historical data and forecasts to identify trends in affordability and accessibility of organization education. Develops and recommends strategic policy initiatives to mitigate trends. Participates in development of industry regulations. Has ultimate organization responsibility for accurate, efficient, and timely delivery of student aid in compliance with regulations. The Director (or his/her delegate) serves as principal liaison in student financial matters to state and federal government officials and agencies, other educational institutions, professional associations, and University committees and officers. Recommends the University's position on all major state and federal proposals related to student financial aid, based on thorough analysis of their potential impact on UC and after considering all relevant viewpoints from other University constituents. Advises administrators at the Office of the President and on UC campuses on legislative requirements and/or administrative regulations of new and existing policies and programs. Duty 2: Through in-depth analysis and consensus-building, the Director develops effective policies and procedures related to student financial support that are aligned with the goals and mission of the University of California. Represents the function or project in campus and/or UCOP in systemwide meetings and discussions; plans, designs and implements policies and projects with impact on a campus and/or UCOP. Manages the projects/policies of a functional area within the campus and/or UCOP, having overall responsibility for policy/project planning, budgeting, implementing and maintaining costs, methods, and employees. Coordinates the development of UC implementation guidelines for the Regents policy on residency. Working in concert with campus residency staff and staff from the Office of General Counsel, has designated responsibility for providing campuses with guidance that results in consistent, accurate implementation of the Regents policy on residency. Provides direction and expertise to projects/policies and work assignments. Function:Policy Development and Project Management Percent: 30
Duty 3: Makes decisions on administrative or operational matters and ensures effective achievement of operation's objectives. Works with staff and constituents to develop new financial support programs where needed and enhance current programs as appropriate. Negotiates and coordinates with Controller / Office of the President Budget Director to develop student aid accounting structure, controls, and procedures. Recommends an annual budget for University-funded undergraduate student financial aid programs and how those funds are allocated across the nine undergraduate campuses. Ensures protection of assets. Represents organization to auditors. Supervises the development, coordination, and administration of various University-wide financial aid, scholarship, fellowship, and prize programs, and is responsible for post-audit and general performance of campus financial aid programs. Oversees the development of major studies and reports for the President, University-wide administrative officers, The Regents, and extramural agencies, including the Legislature and other public bodies related to student aid. Through staff, the Director manages University-wide processes and/or contracts for selected areas of campus operations, including but not limited to student loan billing services, Taxpayer Reporting Act compliance, and preferred lender list development. The Director also indirectly supervises the handling of all University bankruptcy claims and administers such centralized programs as may be necessary for maintenance and improvement of the University's student loan collection effort. Job Requirements Advanced degree in public policy, education, economics or a related discipline plus a minimum of five years of managerial experience related to student financial support policy development, analysis, and implementation with a demonstrated commitment to access and affordability, or an equivalent combination of education and experience.
Expert knowledge of major undergraduate and graduate student financial support issues and programs at the federal, state, and/or institutional level, with particular emphasis on their implications for a large major public research university.
Advanced knowledge of, or demonstrated ability to quickly acquire, advanced knowledge of University policies, processes, procedures, and systems related to budget, accounting, human resources, IT, and student services.
Demonstrated ability to align financial aid strategy, programs, or policies with organizational goals for undergraduate and/or graduate student aid.
Demonstrated ability to supervise, motivate, develop, and retain a diverse staff of highly skilled professionals.
Excellent judgment and political acumen in dealing with internal and external stakeholders on controversial, high-profile issues.
Advanced problem-solving skills to understand complex, unstructured problems; focus on key issues; research, gather and integrate information; and participate with others across organizational lines in developing a wide range of qualified resources and data as the basis for formulating recommendations and developing approaches to resolving issues and problems. This requires insightful and creative skill in reasoning and logic.

Prior experience leading all aspects of the financial aid function for a large public research university.
