Position Summary: UC ANR is a diverse and dispersed set of academics and programs whose collective mission is to engage UC with the people of California to achieve innovation in fundamental and applied research and education that supports sustainable, safe, and nutritious food production and delivery; economic success in a global economy; a sustainable, healthy, and productive environment; and science literacy and youth development programs.
Reporting to the Vice President UC ANR, the Chief of Staff provides leadership and managerial support to the division and serves as a full-member of the UC ANR Core Leadership Team. Provides advice, guidance, and assistance to the Vice President. Represents UC ANR executive leadership in division-wide and systemwide meetings and in meetings with UC Office of the President, UC campuses, external constituencies and stakeholder groups.
The Chief of Staff acts on behalf of the Vice President upon request or in his/her absence on UC ANR matters. The Chief of Staff plays a key role with the Vice President in establishing overarching objectives for the division and ensuring the necessary staffing, resources, and internal project management to ensure those objectives are achieved.
The Chief of Staff is recognized as an influential leader and a strategic thinker with superior analytical skills, exceptional ability to present complex information clearly and succinctly, a creative and tenacious problem solver, and consistently demonstrates the ability to perform a wide range of duties that require independent judgment, diplomacy, and discretion.

Duty 1: Advises the Vice President for Agriculture and Natural Resources (VP ANR) on establishing organizational strategic plans and objectives. Stays well informed and keeps abreast of higher education current and emerging issues in order to provide the VP ANR broad perspective across the organization. Develops materials to advance the executive's vision including researching and drafting articles, speeches, and presentations. Provides organization-wide influence on the identification and framing of systemic issues, and the formulation and advancement of approaches to address them. Develops and reviews items for the executive's signature; formulates recommendations, presents options and drafts responses. Drafts public statements on behalf of the executive. Represents the executive leadership on standing and ad hoc committees. Function:Executive Advising and Strategic Planning Percent: 30
Duty 2: Plans, designs and implements programs and establishes direction, policies and procedures for division. Conceptualizes and implements initiatives to advance and/or operationalize the executive's vision, including environmental assessment, key partnership development, stakeholder engagement, identification of needed resources, and overall implementation-strategy development. Negotiates directly to achieve solutions with high level stakeholders such as faculty, senate committee chairs, senior administrators, other UC locations, Office of the President, public agencies and community members to develop solutions to complex problems; negotiates and directs agreements with other research institutions and laboratories, community enterprises and contracts for facility usage and employment services. Duty 3: Makes long-term strategic decisions that reflect upon the organization as a whole, and may be emulated at other UC locations. Leads and / or participates in organizational design within and across divisions; ensures efficient re-structuring of work and staffing; obtains appropriate advice and resources in planning and implementation stages (HR, OD, Legal, Facilities, Budget, etc.). Directs the administrative operations, planning and budget of the VP's immediate office. Provides guidance and expertise to department management in developing techniques and processes. Provides leadership and mentoring to subordinate staff. Interacts with senior management on controversial situations, customer negotiations, or influencing and persuading other senior level managers. Job Requirements Bachelor's degree in related area and 5 years management experience and / or related experience / training.
Advanced knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations and constraints.
Ability to operationalize effective programs from visioning through evaluation.
Strong project management skills and ability to bring initiatives to fruition within complex, multi-stakeholder organizational environment.
Excellent consulting, relationship building and strategic thinking skills.
Excellent ability to develop strategic plans, establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission.
Sophisticated leadership abilities to establish department goals, and motivate and influence others to achieve. Required
Advanced degree preferred.
Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Advanced knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations.
Advanced knowledge of organizational processes, protocols and procedures. Required
