The Network Operations Manager position is part of UC San Diego Health Affiliated Network working directly with the Director of Network Affiliations, and collaboratively with Network Managers to translate business needs to new, organized, and developed processes by applying high-level operational and strategic project management expertise. The Network Operations Manager will actively contribute to an innovative team dedicated to establishing a new foundation for value based care within the Health System.
The Network Operations Manager serves a key role within the Network, acting as a liaison between partner physician affiliate groups and UC San Diego Health to achieve and maintain a successful partnership. This is a high profile project and physician relationship management position in a demanding academic medical center environment that requires a comprehensive understanding of various elements of health care delivery, including payor and physician networks, quality programs, project planning, health care administration and operations. The Network Operations Manager will prioritize, implement, and lead efforts for assigned practices as needed to operationalize our Accountable Care Organization and Clinically Integrated Network. The position is responsible for achieving critical objectives within the Affiliated Network.
The Network Operations Manager will plan and implement strategic projects and workflows with the underlying goal of creating a value based physician health network focused on population health, care coordination, patient experience, clinical excellence, quality performance management, and growth. Collaborates with leadership of the Managed Care Department, Information Services Department, and broader Health System. Leads the full work stream on various projects, including developing and executing project plans, leading meetings, and enforcement of project deadlines and schedules. Independently develops project timelines, establishes workflows, and prepares presentations and statistical or informational reports for use by stakeholders. Develops and communicates workflows as the Affiliated Network grows. Serves as the Physician Network relationship manager for affiliate partner physician groups in operational areas throughout the network affiliation process, including onboarding, due diligence, payor contracting, patient access, quality integration, identifying co-branding and joint venture opportunities. Physician relationship management of community affiliate practices, physicians, and staff, engaging and building relationships with physician leaders.
A Bachelor's' Degree in healthcare administration or related field; or an equivalent combination of education and experience.
A minimum of five to eight years of experience in Healthcare Administration - Operations.
Previous client relationship management experience in the healthcare industry. Knowledge of healthcare regulations.
Knowledge of physician practices, health care issues, trends, managed care relationships, healthcare systems, and quality measures in value-based care models, managed care relationships and payor contracting.
Experience must include overseeing and managing the planning, design, and implementation of large scale projects. Strong understanding of structured project management processes and how they work in a complex healthcare environment.
Advanced quantitative and analytical skills to perform complex market and financial analysis.
Understanding and ability to learn physician quality, cost and utilization measures related to MACRA, IHA AMP, Medicare STARS, PRIME and other value based programs.
Ability to initiate and manage projects effectively, using a positive, flexible, consultative, and supportive approach. Ability to manage numerous initiatives simultaneously through effective priority setting, efficient use of time, and organization.
Exceptional leadership and interpersonal skills with ability to build effective relationships and political acumen with stakeholders of all levels, including staff, directors, administrators, executives, physicians, and external partners.
Ability to convene meetings, lead discussions, and speak before large and small audiences of diverse groups with a high degree of professionalism, poise, and confidence. Articulate and succinct in written and oral communication across multiple settings.
High degree of computer literacy and technical competence in the use of Microsoft Office (Word, Excel, PowerPoint, and Outlook) including ability to build
