Provide leadership for planning and administration of new construction and major renovation projects on campus. Provide support for minor renovation projects. Identify and lead initiatives to strengthen college facilities planning services. Establish and maintain effective partnering relationships with key campus constituencies. Develop and support long-term planning for capital investments. Support efforts to improve operational efficiency across campus and through partnerships with other organizations.
Administer all planning, coordination, implementation, budget development and monitoring, and financial management for facilities planning and new construction and major renovation projects on the campus. Responsible for the successful execution of new construction and major renovation projects. Coordinate these activities with other departments, outside service providers and vendors to ensure safe and efficient projects.
Under the direction of the VP for Finance & CFO, oversee and monitor the new construction and major renovation budgets, facility planning, and the management and prioritization of projects.
Work collaboratively with the Director of Facilities Services, provide guidance and support for the long-term capital plan, deferred maintenance and renewal program and evaluation of facility enhancement and capital investments.
Align capital budget funds, long-term facility maintenance initiatives and space planning.
Develop a system of ongoing analysis of facilities and space resources in accordance with the Campus Master and Strategic plans.
Overall, responsibility for successful planning, design, and execution of new construction and major renovation projects on the campus, on time and within allocated resources. oEnsure close-collaboration among design team members (architects, construction manager, engineers, and college personnel) in all project phases. oUpdate and reissue project budget and schedule at significant project milestones. oAttend meetings of the Finance & Facilities Committee of the Board of Trustees, make presentations regarding current and proposed projects, as requested. oDevelop comprehensive understanding of program needs through discussions with impacted program departments and senior management. Proactively identify opportunities and work with administrative and academic leadership to respond to the evolving needs of the campus and our student community. oAssist in the identification of appropriate resources to assist in project planning, oDirect the development of preliminary (conceptual) cost estimates for anticipated projects for use in debt planning and exploratory discussions with donors and grant making entities, using external estimating services as necessary. oDevelop requests for proposals/requests for qualifications for members of the project design teams as needed. Oversee selection process, summarize results and present recommendation to senior management. oCoordinate work of design team obtaining input from appropriate college personnel and other constituents, including students. oUpon project approval, work closely with construction manager/general contractor to ensure bid process complies with campus and regulatory requirements. Participate in deliberations regarding contractor selection. Prepare recommendation regarding slate of contractors for senior management and trustees. oLead discussions regarding value engineering opportunities and balancing first cost and life-cycle cost. oCoordinate construction meetings, summarize open issues, and ensure follow-up and resolution. oCoordinates, with college counsel, approval phases with all necessary governmental authorities. oManage, monitor, and maintain construction schedule and coordinate with campus personnel as necessary. oManage project financial status in accordance with the approved budget from the design period through the end of construction, including change order approval and approval of payment applications. oManage project close out including punch list, C of O, as built drawings, building commissioning and warranties.
Seek operational efficiencies by developing internal and external partnerships to examine current practices, researches trends and implements best practices.
Education / Experience:
A bachelor's degree in engineering, facilities planning, architecture or related discipline, or equivalent experience, plus seven to ten years of facilities planning or construction management experience.
Professional registration and/or master’s degree-preferred.
Competencies / Skills:
Experience in the design/coordination of multi-disciplinary projects.
Strong skills in negotiation, tact, diplomacy and communication required.
Demonstrated ability with project management, ability to read and interpret construction plans, and experience with project budgeting and scheduling software.
