Under the guidance of the Institute for Population Health Improvement (IPHI) Chief Administrative Officer (CAO), the Evaluation Specialist (Project Policy Analyst 3) will provide research and project management support for IPHI's Housing & Community Development Evaluation program, funded by the California Department of Housing & Community Development (HCD). The position will assist in the development of a systematic and standardized approach for monitoring the progress and evaluating the impact of HCD programs, and will begin the implementation of those systems.Required:--Knowledge of and experience using program evaluation methods.--Experience conducting quantitative and qualitative data analysis. --Strong excellent verbal and written communication skills to convey complex issues to a wide variety of audiences.--Skills to analyze diverse datasets, both qualitative and quantitative in nature, and directly prepare analyses and reports. --Proficient in Microsoft Office programs (Word, Excel, PowerPoint, Outlook, etc.)--Project management experience. --Experience providing executive-level analytical support.--Experience preparing written research papers, research briefs and memorandums, and presentations. Preferred:--Knowledge of affordable housing, community development, land use, housing finance, homelessness, fair housing, asset management, and public health issues.--Advanced degree or equivalent experience in public health, public policy, urban planning, geography, community development, business administration or similar field.--Experience coordinating virtual teams across multiple organizations, and ability to train less experienced staff on data management, analysis, and evaluation techniques.--Experience working independently and as part of a team.--Knowledge of statistical programs such as SPSS, Stata, SAS, or R.
