Management of Teacher Licensure Program Continuous Improvement & State Approval Processes (60%)
Engage teacher licensure faculty and instructors in professional learning, narrative development, evidence collection, data sharing conversations with school partners, and documentation of the ongoing college-department-program collaborations to continuously improve teacher licensure programs as required in Minnesota Standard of Effective practice as well as each programs' specific standards as noted in parts 8710.2000 to 8710.8080
Manage approximately 100 currently approved program proposals as submitted biennially to the Professional Educator Licensing and Standards Board (PELSB) for review and accreditation in Minnesota
Lead OTE’s bi-annual program meetings and serve as primary contact in OTE for licensure programs requesting revisions to current programs and/or support for proposal development for new programs
Serve as OTE's liaison with PELSB staff regarding program reporting requirements
With faculty, based on each program's narratives, identify program objectives, timeline and plan to identify support needed by faculty and candidates to meet continuous improvement goals
Create summary reports for each program based on the continuous improvement goals and data collected to assess progress toward the goals.
Convene, facilitate and document annual data sharing sessions for and with licensure program faculty for the purpose of reviewing/revising program narrative continuous improvement goals and setting strategic planning goals with their school partner program advisory board
Lead or engage expertise to support improvements to the curriculum and assessments (e.g., revising current assessments, convening task forces to make recommendations on behalf of faculty and the associate dean)
Deepen the culture of data-driven decision making by facilitating conversation among faculty to improve components at the program level
Prepare, side by side with faculty, the PERCA program narrative drafts with assessment data in preparation for the biennial review process and according to OTE deadlines
Prepare, side by side with faculty, the RIPA program proposals when a new program is to be proposed to the state for approval
As data custodian for teacher licensure program data, gather and compile program specific data, provide analysis in summary reports by program, and disseminate following FERPA and data release protocols
Develops, implements, and advises individuals responsible for ensuring that CEHD programs meet state standards and assist program faculty and staff in strengthening MnBOT and CEHD proposals for:
New licensure programs
Revised teacher licensure program
Schedules, new courses, and/or new licensure requirements
Revised state licensure standards and/or requirements
2. Unit Continuous Improvement Project Management, Facilitation and Reporting (30%)
Convene leads for college and department initiatives in teacher licensure programs annually to support and document initiatives underway (e.g., Technology coordinator, Partner Network coordinator, Assessment task force lead(s), International task force, and Diversity initiative leads)
Manage unit-led redesign projects, facilitate conversations, coordinate meetings, lead program evaluation initiatives to solve concerns identified by teacher education faculty, CEHD administration and OTE staff
Annually update the narrative in OTE's State of Teacher Education report with OTE's Accountability Analyst.
Chair/Co-chair appropriate committees and task forces as needed, including working with OTE colleagues to prepare data reports for unit-wide discussion and strategic planning
Manage all activities for PELSB biennial continuous improvement reporting and, with the director of OTE, unit review visit preparation including:
Providing professional development on PELSB unit standards and reporting requirements
Supporting licensure program faculty with report preparation and data analysis with school partners
Entering program data into EPPAS with OTE staff
Supporting faculty of other programs who are included in the PELSB unit report as required (e.g. collecting/sharing data, developing continuous improvement plans, preparing documentation as needed side by side with faculty leads)
Annually update and maintain the PELSB Institutional Report for external review with feedback from the Unit's
Advisory Committee, program faculty, Dean’s office and staff in OTE.
Prepare program specific examples for use in the unit report, or in other publications, as directed.
Finalize preparations and coordinate the visit in collaboration with the Director of OTE.
Initiates unit and program level continuous improvement conversations
Sets direction on development of common and specialized reporting for internal program review
Assures program specific data analysis is complete and reports are available to program faculty
Works with program faculty, graduate students, and OTE colleagues to improve and align assessment tools
• Requires BA/BS with at least six years of experience • Demonstrated skill in quantitative and qualitative analyses • Excellent written and verbal communication skills • Strong interpersonal and team-building skills • Experience with state, regional or national accreditation processes • Deep knowledge of academic culture • Ability to work flexibly and successfully within a changing contexts • Evidence of strong facilitation skills and/or related experience with leading groups
• A Masters degree and extensive (5+ years) experience in Education or related field • Ed.D. or Ph.D. in Education or related field • Experience as an accreditation coordinator • Pre-12 teaching license (does not need to be current) • Experience working with the Minnesota Department of Education • Experience working with MDE or PELSB personnel • At least 3 years of experience working with a diverse student body in a university environment
