Reporting to the Director of Human Resources and Talent Acquisition, the Associate Director of Talent Acquisition leads the Talent Acquisition Team, for NYC Health + Hospitals’. The Talent Acquisition team is client-facing and partners directly with hiring managers throughout their dedicated specialty area. The Talent Acquisition Team defines and executes sourcing strategies necessary to build a qualified and diverse candidate pool. While partnering with the site-specific HR leaders and hiring managers to manage the recruiting lifecycle process, the Talent Acquisition team members are accountable for representing the Health System to attract, assess, and hire qualified candidates. The Talent Acquisition Team will engage with each facility HR Talent Teams on difficult to fill, high volume roles. The Associate Director of Talent Acquisition will be responsible for leading a team of recruiters/sourcing specialists in developing and engaging direct reports to contribute to NYC Health + Hospitals’ organizational success. The Associate Director of Talent Acquisition will ensure best practices are shared across the System while escalating attractiveness issues, with suggestions for solution, to senior business and HR Leaders. The Associate Director of Talent Acquisition will partner closely with senior business leaders to understand workforce planning, set strategy for specialty areas, show value by frequently presenting Recruiting Metrics to demonstrate successes, current state and future planning for hiring needs. This role is also responsible for moving work related to talent acquisition standardization.
SUMMARY OF DUTIES AND RESPONSIBILITIES
Specific Responsibilities include:
Serve as a Leader in Talent Acquisition, partnering with Senior Business Leaders within assigned areas
Brings fresh ideas and insights to advance the talent acquisition strategy by ensuring value added recruitment including but not limited to sourcing, assessing and building diverse pipelines of candidates.
Show the value of Talent Acquisition by presenting Recruiting Dashboards of hiring activity, successful sourcing strategies, and future workforce planning.
Experience developing and utilizing metrics to inform business decisions is required.
Designs and works with the Sourcing team to implement a strategy to identify and attract the best candidates; manages all sourcing tools/products, including contract coordination with Supply Chain/Legal.
Excellent executive presentation skills, able to communicate complex ideas clearly and concisely, and able to respectfully question and/or challenge others to think through problems, improvement opportunities, solutions, and plans.
Works with Director of HR and Talent Acquisition on Talent Acquisition budget development and monitoring
Collaborates with key clinical, functional and operations executives to fully understand hiring objectives, and provide service with a consultative approach
Helps develop and drive sourcing processes and strategies to identify top talent, utilizing traditional and innovative sources
Encourages a culture of continuous improvement, identifying and implementing projects to increase operation-wide recruiting and onboarding efficiency and effectiveness
Recruits senior-level positions as required by business needs, under direction of the Director of HR and Talent Acquisition
Select, lead, coach, and develop a team of recruiting professionals.
Works with key stakeholders to understand current and future workforce planning needs
Develops the strategic direction of the workforce, examining hiring trends and anticipating the organization's response to labor market changes, such as shortages and surpluses
Establish a consistent company recruitment presence at key industry conferences, professional associations, and local colleges
Plan and operationalize various internal recruitment events hosted within our facilities
Work efficiently with cross functional matrixed teams to meet overall recruiting goals.
Engage and develop direct reports; manage individual training plans and growth plans for each direct report within Talent Acquisition.
Implements career development opportunities for Talent Acquisition Specialists.
Implements customer survey for hiring managers and rejected candidates.
Focuses and prioritizes recruitment efforts based on high areas of overtime and temporary help utilization.
Accountable for compliance to Employment Laws for assigned specialty area.
Work closely with the Talent Acquisition Leadership Team to understand the Diversity & Inclusion Strategy across NYC Health + Hospitals’ System.
Support the development and execution of diversity related projects, including Employee Resource Groups and strategic hiring program.
Determine Diversity & Inclusion recruiting effectiveness though reporting and data analytics.
Other responsibilities as assigned.
1. A Baccalaureate Degree from an accredited college or university in Business Administration, Engineering or Social Sciences, Health Care Specialization, Physical Sciences or related program; and, 2. Five years of progressively responsible administrative, managerial and consultative experience and background; or, 3. A Master's Degree from an accredited college or university with the same educational disciplines as shown for the Baccalaureate; and, 4. Four years of progressively responsible administrative experience and background; or, 5. An equivalent combination of training, education and experience in related fields and educational disciplines; and, 6. General knowledge of policies and programs utilized in the operation of a medical care center, ability to assimilate and analyze data in order to recommend action based on analytical findings and to assist in resolution of health care administration and management problems.
A Baccalaureate Degree in Business Administration, Public Administration, HR Management, or related field with emphasis in human resources management and talent acquisition
Ten (10) years of experience performing high-level Talent Acquisition management functions at the strategic level within a large healthcare organization
Successful demonstrated experience in setting a talent strategy for difficult to fill roles.
Experience leading behaviorally-based interview techniques; strong candidate assessment skills.
Experience leading in Community Outreach; demonstrated success building diverse applicant pipelines.
Experience with full cycle talent acquisition, including for executive level roles
Demonstrated success implementing a wide range of talent acquisition and recruitment programs including employer branding.
Project Management experience
An understanding of employment laws that pertain to recruiting.
Experience with PeopleSoft HCM/TAM, Excel and PowerPoint.
Experience using an Applicant Tracking System.
Experience with Recruitment Metrics.
