UC San Diego Health is seeking a Clinical Informaticist for the position of Population Health Services Organization (PHSO) Network Operations Analytics Analyst. This position will be responsible for the design, development, and management of the Managed Care Delegated Operations and Network Operations & Strategy department's analytics needs. As key departments within a population health organization, analytics needs span a wide range from patient access to revenue cycle and database infrastructure and data governance to front-end workflow development and process improvement projects.
Population Health Organization Operations & Strategy
The Information Services (IS) Analytics Team actively supports clinical and operations efforts around population health and quality improvement. Efforts to improve quality and population health advance the Quadruple Aim – the improvement of patient outcomes, patient experience, provider experience, and reduction of the total cost of care. Population health programs aim to directly and simultaneously achieve all four outcomes through the development of the requisite infrastructure.
The PHSO Operations departments primarily focus on achieving the Quadruple aim through analysis and strategic plans around patient enrollment, benefits management, vendor contracting, network expansion, provider access, utilization management (including AR and AP claims), and other dimensions of health plan and affiliated network operations. Familiarity with health plan delegated, full, and ACO contracts is strongly preferred. The PHSO Network Operations Analytics Analyst will work closely with business analysts, clinicians, Epic Clinical & Business Application Teams, and administrators to translate business needs into functional workflows and timely reports to directly affect improvement efforts of health system operations and workflows.
The PHSO Network Operations Analytics Analyst is responsible for the development of general infrastructure and analytics products. Applicants should have familiarity with the Clarity Data Model and several reporting tools such as Tableau, Structured Query Language (SQL), Crystal Reports, Epic's Radar and Reporting Workbench, Business Objects, data flows from Chronicles to Clarity to Caboodle Data Warehouse, and technical implementation planning. Familiarity with Tapestry and the Epic Caboodle Data Warehouse schema or similar schemas is essential to identify schema/ETL deficiencies, create de-duplicated aggregate views, and output data staged for additional ETL to other database environments is also preferred.
Familiarity with statistical and financial analysis is also strongly recommended.
The PHSO Network Operations Analytics Analyst is responsible for their own project plans in conjunction with the operational project managers to ensure timely and reliable product delivery. Specific duties include but are not limited to developing and maintaining project plans, directing work to other informatics', creating status reports, facilitating decisions, identifying and mitigating risks, collecting and interpreting data from various sources, presenting measure and program results to clinical and operations executives, and managing evolving technical requirements.
Clinical Application Professional:
Involves design, building, testing, and implementation of clinical application systems. Provides support to clinical users through knowledge of clinical processes, documentation needs, workflows, and clinical practice standards, when adapting software to meet their needs. Works with clinicians to create or adapt written protocols. Prepares detailed specs encompassing clinical processes, information flow, risk and impact analysis. May provide customer service, troubleshooting, and maintenance.Level 3: Experienced professional who knows how to apply theory and put it into practice with in-depth understanding of the professional field; independently performs the full range of responsibilities within the function; possesses broad job knowledge; analyzes problems/issues of diverse scope and determines solutions.Clinical Application Professional 3 : Applies skills as a seasoned clinical applications professional to projects of medium size at all levels of complexity, or portions of large projects.
