Posting Salary: Salary Range is $86,551 to $124,200. Commensurate with experience.
Position Summary: Systemwide HR Policy is responsible for developing and interpreting personnel policies and other employment-related programs, guidelines and procedures for staff employees. We seek to develop systemwide policies and programs that clearly and consistently describe the rights and responsibilities of employees and the university, while supporting the university's mission of teaching, research and public service. The HR Policy Unit provides managers with tools, resources, and policies that will support the university's efforts to operate as an excellent employer, attracting and retaining the highest-quality employees.
The Manager is accountable for oversight and implementation of all human resource policies across UC Office of the President (UCOP), departments, ten campuses and five medical centers as well as Lawrence Berkeley National Laboratories (LBNL). The Manager must build and sustain strong team-based relationships with UC Senior Management, UCOP departments, campuses and medical centers as well as Lawrence Berkeley National Laboratories (LBNL). This position receives assignments in the form of objectives and determines how to use resources to meet human resource policy schedules and goals. Responsible for managing a human resource based policy unit. Manages the activities of the human resources policy analysts. Provides guidance and interpretation advice to subordinates to achieve goals in accordance with established policies. Develops human resources policy project plans and staffing / financial needs to complete them. Work is reviewed and measured based upon meeting objectives. This position reports to the Executive Director of Systemwide HR Policy and Chief of Staff to the VP of Systemwide HR.

Duty 1: Manages highly complex human resources analyses across a broad spectrum of organizational and / or research policies. Researches and summarizes best practices in the human resources field. Responsible for administering the budget for managed function. Develops and advocates solutions to human resources system issues, including developing and implementing new human resources policies and processes. Function:LEADERSHIP Percent: 25
Duty 2: Manages professional staff in human resources policy analyses, setting responsibility for results in terms of costs, methods, and resources. Provides direction to human resources policy subordinate professional and support staff. Makes decisions on performance, salary actions, hiring decisions, and other human resources related issues of managed staff. Function:MANAGEMENT Percent: 25
Duty 3: Receives policy project plans from senior management, assigns them to staff for analysis. Establishes and recommends changes to human resources policies which have affect across UCwide. Proposes and leads human resources policy and planning committees and working groups. Develops and coordinates human resources policy communications; formulates strategies for education, analysis and implementation. Function:POLICY OVERSIGHT Percent: 25
Duty 4: Provides guidance and assistance to leadership and employees on most complex human resource policy issues. Coordinate with other group regarding policies outside of human resources. Function:POLICY INTERPRETATION Percent: 25
Job Requirements Bachelor's degree in related area and / or equivalent experience / training.
5 years experience developing and implementing human resources policies at medium to large employer.
Knowledge or current human resources trends and market research techniques. Ability to relate solutions/proposals to wider organizational objectives.
Strong communication and interpersonal skills to communicate with leadership, and lead and direct subordinates.
Thorough knowledge of organization processes, protocols, research and procedures. Comprehensive project management skills.
