RAND is currently recruiting for a talented Lead Business Analyst (BA) to join our team and help define, test, and manage the creation of quality digital products for RAND.org and related systems. As a lead BA analyst, you should be a strong problem solver who can identify and document the relevant details of system design, from requirements gathering to final product testing. This will require the ability to think critically and have a thorough understanding of the web application development process, including daily collaboration with front and back-end developers and designers. You should be an advocate for user-centered solutions and proactively lead BA activities throughout a project's lifecycle. On this small software team, you will have broad responsibilities and you will be responsible for project management and software quality assurance on some projects.
The Lead BA is a key member of the Web Application Delivery team in RAND’s Information Services (IS) department and reports to the Manager, Web Applications. The Web Application Delivery team is responsible for managing a broad portfolio of web, commercial off-the-shelf and SaaS applications that are used throughout RAND.
Lead Business Analyst (BA) responsibilities include:
Work with key project stakeholders to analyze the feasibility of, and develop requirements for, new systems and enhancements to existing systems; ensure the system design fits the needs of the users.
Identify and author documents such as requirements, business cases, workflow diagrams, wireframes, user stories and use cases, system and end-user documentation.
Recognize opportunities for improving business processes.
Project Manager (PM) responsibilities include:
Lead small and medium sized project teams including a cross-functional team of subject matter experts and individual technical contributors through various project aspects including requirements, product/technology selection, development and configuration, testing, deployment and support.
Manage project and application activities including planning, meetings and communications and author artifacts such as project estimates, capital requests, and status reports.
Work closely with developers, project managers, and customers on testing and deployment activities.
Create and execute test plans/cases based on evolving project requirements.
Test web applications, off the shelf and SaaS applications.
Identify and document application issues.
Lead UAT activities including writing User Acceptance Test (UAT) cases.

The candidate has strong analytical and technical skills along with demonstrated ability to not only get things done as an individual but to help lead projects in a customer-drive, fast-paced collaborative team environment.
5+ years as a technical Business Analyst (BA), analyzing, evaluating and defining business processes and procedures.
Proven ability to lead project team activities including design, development and deployment of custom, off-the-shelf or cloud-based development systems. Experience in both traditional and agile environments.
Experience testing web-based applications, custom or off the shelf, including analyzing requirements, providing estimates, creating test plans/cases, creating process diagrams, logging bugs, coordinating UAT, change management, deployment support.
Working knowledge of application and infrastructure architectures, and experience in both in-house developed systems and off-the-shelf applications.
Strong analytical skills, troubleshooting skills and attention to detail - ability to quickly analyze problems, get things done, and “figure it out” with minimal requirements and guidance
Excellent communication skills, both written and verbal and judgement. Strong interpersonal skills and ability to work effectively with a wide variety of technical and non-technical stakeholders.
Ability to adapt to changing business priorities.
Ability to perform duties independently under general, minimal supervision within specific assignments.
Ability to utilize time management skills and multi-tasking capabilities with ability to handle multiple and parallel projects.
Bachelor's degree from an accredited college/university preferred but not required. Strong consideration will be given for candidates with a Computer Science background.
Minimum 5 years of experience as a technical business analyst with strong project leadership and QA analyst experience.
U.S. Citizenship is required to obtain a security clearance.
