Responsible for building and leading the IT Project Management Office. Defines and develops IT Program, Portfolios and Project management best practices, processes, and policy to ensure alignment with organizational strategy and goals. Partners with multi-departmental leadership and other stakeholders to locate opportunities and develop and prioritize programs and projects according to relevant measurement criteria. Responsible for the supervision of program and project managers to ensure that all projects within IT Programs are delivered within the defined scope, quality, time and cost requirements. Responsible for the day-to-day operations and support of the Project Management Office.
PMO Management: Assist and advise Project Sponsors and teams to the best use of project management disciplines and approaches; act as a reference point for PMO queries and information and an advocate for best practices in project management. Work with IT managers to implement project management methodologies. Share lessons learned and best practices across programs, building relationships with stakeholders and brokering relationships at all levels. Summarizes project plans, financial analysis, schedules and budgets by using project management tools and by working with appropriate staff to understand tasks necessary to complete a project. Ensure on-time, high-quality project delivery in accordance with the organizations prioritized project portfolio. Adapt plans to evolving business needs and communicate changes. Establish standards for the communication of project status by providing standard status reports/meeting minutes. Resolves project issues by working with internal and external team members, project customers, and others as appropriate. Partner with cross functional team leaders to define and communicate clear and actionable deliverables, with owners, timelines, and success criteria. Identify dependencies and resolve issues across teams. Define and implement a framework for periodic reporting, and proactively coordinate teams to ensure timelines are met and risks are mitigated. Create a project dashboard for leadership which outlines overall project portfolio status and risk for all projects underway. Publish project dashboard weekly. Implement mechanisms to ensure the organization has weekly visibility to progress and expected timelines. Track deadlines, deliverables, resources, and timelines across all project teams for critical projects. Hold owners accountable for timelines, provide the organization regular status updates, and identify and resolve issues. Drive project prioritization based on strategic priorities, resource availability, and timelines and communicate the priorities internally. Regularly reviews and evaluates opportunities to improve the project management best practices in order to achieve higher maturity in PPM. Operational Support: Take ownership, manage and standardize OIT Project Intake process to ensure new Ideas and Demands are vetted thoroughly. Ensure incoming Project requests are prioritized by establishing assessment criteria in collaboration with OIT Senior Leadership team and communicate the priorities to the OIT management. Establish and own OIT's Resource Management process so that project resource needs are adequately addressed and any risks are alerted to the Project stakeholders. Maintains appropriate and consistent tools and reporting and auditing vehicle for review of projects and ensures consistent approach to planning and reporting by project managers. Periodic and consistent reporting of projects status to senior leadership. Strategic Support: Serves as project management resource for strategic projects. Facilitates efforts of IT leadership in long term strategic planning, budgeting, resource allocation and implementation of IT endeavors. Builds and maintains relationships with senior leadership and key PMO stakeholders, and acts as a trusted advisor. Coaching: Provides ongoing coaching and mentoring to PMO staff and project managers. Leads (where one is agreed and needed) the establishment of a project management community of practice to facilitate collaboration and best-practice sharing among project managers and key PMO stakeholders. Bachelor's degree in computer science or related field with 10+ years of experience leading projects or programs or the equivalent experience. Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques. PMP certified. Experience working with Leadership at all levels including Senior Leadership at the organizational level. Ability to build strong business relationships across the organization and build consensus. Must be able to manage one or more cross-functional projects of medium to high complexity. Must have strong meeting facilitation skills. Manage stakeholders to include other project managers, developers, subject-matter experts and analysts. Strong listening and writing skills, executive presence, ability to articulate clearly and experience tailoring one's message to the audience. Good understanding of basic IT concepts and current IT trends. Conflict resolution skills facilitating timely decisions when needed, and promoting collaborative working environment. High level of professionalism and ability to adapt and thrive in challenging and dynamic environments. Ability to be successful when faced with incomplete information. Proven ability to successfully manage multiple complex projects from initiation to closing. Astutely aware of both big picture and small, critical path tasks and knowing when to focus on each. Strong project and or program management skills, including the ability to prioritize, balance, and manage multiple efforts. Knowledge of and experience working with customer and industry-specific requirements and standards across the product life cycle.
Experience with mentoring junior project managers and business analysts. Experience with helping organizations set up standards and best practices for project management methodologies.
