Advertised Summary Job Description: Reporting to the Assistant Director, the Manager, Construction/Engineering will assist with the development of the overall strategic construction and engineering audit plan for Facilities and Operations. The Manager will be responsible for the successful development and leadership of the enhanced construction/engineering unit per the strategic direction set by departmental leadership. A key responsibility will be to hire and train new staff on various aspects of construction and engineering audit processes and policies with an expectation to be a change agent for the implementation of a Construction/Engineering Auditor culture throughout the Facilities and Operations Division.
This position will have the responsibility of managing all aspects of a continuous construction review program for capital projects within Columbia University Facilities and Operations. This program will focus on the riskiest areas of the construction process not limited to invoicing, change orders, pricing, and scopes of work, as well as contract accounting, business ethics compliance, design, plans and specifications compliance, on paper and in the field. Duties will also include visits to job sites before, during and post construction to ascertain if the work and materials installed complies with contracts, RFP's, drawings, specifications, unit or task order pricing and other construction documents. Additionally, the Manager will be responsible for developing monthly KPIs, reporting unresolved items, creating and submitting productivity reports to senior leadership, and presentations to be provided to the Vice President of Finance and Administration and/or the EVP of Facilities and Operations. Reports on Key Performance Indicators include, but are not limited to, Unresolved Items Reports, Engineering KPI Risk Report (tracks the percentage of audits against individual portfolios), and creating other ad hoc reports as needed. Presentations on the status of the new department, Construction & Engineering Auditors, to indicate status of new hires, critical audits, and impact of the group on other units in CUFO. These audits are very sensitive in nature and have an impact of CUFO personnel actions that may lead to discipline, up to and including termination. The Manager will participate in investigations, will present to the Vice President of CUFO, and provide information to Public Safety, Office of General Counsel and/or outside Counsel.
With the growth of this unit, the Manager will be responsible for reviewing and updating all current policies and procedures. In addition, the Manager will be responsible for suggesting and implementing new procedures and policies to improve the audit review process such as industry best practices for construction contracts and/or change order review.

General Minimum Qualifications: Bachelor's degree required; preferably in engineering. Minimum of 4 years of related experience in Engineering, Construction Management, Procurement, Financial, Estimating and Construction skills derived from operational construction experience is required.
Sound knowledge of construction management and procurement practices, including project controls, cost estimating, contracting is highly desirable. Strong quantitative and analytical skills, as well as interpersonal and communications skills are required. Experience with computerized Project Management Systems highly preferred (UNIFIER, Maximo). Knowledge of Microsoft office suite products.
Additional Specific Minimum Qualifications:
Preferred Qualifications: Experience in auditing construction projects is preferred.
