Responsible to the Associate Vice President for assistance in directing, planning, administering, coordinating and controlling University Facilities operations (main campus, Health Sciences campus, and satellite locations). Monitoring department, utility and project budgets, as well as managing all aspects of local projects. Administering all applicable Tennessee Higher Education Commission (THEC), Office of the State Architect (OSA), State of Tennessee Real Estate and Asset Management (STREAM) and university policies as requested, and assist with the coordination all master planning efforts.
Reviews and approves all Facilities related requisitions and invoices, develops, controls and recommends budgets within area of responsibility, develops reorganization and cost-recovery plans, serves on university Governance and special committees, represents the university in meetings with THEC, OSA, and STREAM staff and other external agencies as required and performs other related duties as assigned. Responsible for the maintenance, housekeeping and utility services for the entire campus including supervision of approximately 300 employees.
Accomplishes project planning and work analysis involving job site inspection, coordination with departmental officials and staff agencies, developing and finalizing details of requirements and determining the most feasible methods and procedures to accomplish project requirements. Reviews and interprets building codes and other regulatory agencies’ requirements relating to project work. Works directly with contractors, architects and engineers and arranges meetings with various committees and individuals in the development of plans and specifications. Prepares plans and specifications for work to be performed by contractor or in-house forces, assures that preferred architectural and engineering design features are incorporated, and that preliminary drawings are thoroughly coordinated and reviewed by all involved agents of the University to assure that all requirements are included. Supervise and oversee planning and coordination of the design process for new construction and renovation projects. Coordinate all phases of the design process for capital projects including programming, schematics, design development, construction drawings, bidding process and construction administration. This includes selection of delivery method, designer selection, and monitoring project budgets. Continually monitors projects during the design and construction phase and works directly with the architectural and engineering inspectors to assure that plans and specifications are according to plans. For time and material projects, inspects work to assure that specifications are followed and quality work is being provided. Provides final inspections and acceptance of the completed project and assures all deficiencies in construction are corrected. Perform professional project management for construction projects; maintain compliance with city and state building codes and state agency policies and processes. Coordinate project teams in the progress of architectural design and construction drawings, interior design drawings, specifications, schedule, cost estimates and project reports. Manage the work of architectural and engineering design professionals, outsourced design professionals, and other consultants.
