Departmental Overview Facilities Services supports the physical campus of the University of California, Berkeley. The department maintains and provides services to over 11,000,000sq ft of space and 40,000 campus occupants through the efforts of over 400 trade, custodial and support staff. The Custodial, Grounds and Waste Services unit is responsible for routine cleaning, project cleaning, event support and other services. The operations are supported by office staff who perform scheduling, billing, tasks to ensure the efficient operation of the unit and effective customer support. In addition, the unit uses vendor custodial services for event support on campus.
This position is responsible for the oversight of the office function and the vendor custodial services. Under the direction of the Associate Director of Custodial, Grounds, EVS, Zero Waste and Fire Mitigation, The Custodial QA/QC Operations Manager will assess organizational challenges, identify gaps, provide expert analysis and guidance unit leadership and managers and develop policies and guidelines to implement effective processes within the unit. Strong communication skills and the ability to work with multiple teams are critical to the success of this position. The position will coordinate with management in near and long range planning for and performance of custodial, grounds and waste activities.
Develops Key Performance Indicators (KPI's) to ensure customer requirements are met or exceeded in accordance with established procedures, processes, and schedules; utilizes established systems to ensure tasks, schedules, and completions are monitored for compliance with requirements and communicated directly with staff members
Manages the Custodial Management Office and staff to provide quality routine, contracted custodial services and campus events in compliance with University policy and collective bargaining agreements. Ensures that all contracts are in compliance with and adhere to applicable laws, rules, regulations, policies and campus/University guidelines. Manages through subordinate staff to provide the campus with quality contracted custodial services for over 200 athletic events, other campus events and projects including but not limited to campus events and projects. Is responsible for the managing the program within departmental related to data analysis, training and safety.
Provides input and creates long and short terms strategies in the planning, organizing and direction of the office staff. Serves as the operational negotiator with custodial outsource contract additions and modifications
Works closely with Grounds, Custodial and Zero Waste staff to develop and oversee the Training and Safety program for the unit. Manage service procedure and safety training for all custodians upon employment and throughout their tenure. Continually appraise, test and implement new cleaning techniques, products and staffing methods for efficient operations. Collaborate and coordinate all training and safety activities with the Departmental Safety Specialist Identifies problems and develops solutions, such as allocation of resources or changing project scope.
Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.
Communicates and meets routinely with Facilities Management - Campus, Utilities, and Capital Projects Managers to define and prioritize needs in accordance with the planning, designing, and implementation of the department plan.
Extensive administrative and managerial experience in directing a large custodial service organization, preferably in an educational institution. Experience managing custodial services operation
Broad knowledge of protocols and procedures with a focus on budget, account and fund management; personnel management of labor contract(s) and personnel policy.
Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Prior Experience in developing a service driven Training Program
Broad knowledge of common campus-specific and other computer application programs.
Proven ability to organize department work functions in an efficient and effective manner.
Skills to work collaboratively with other campus locations.
Demonstrated management and conflict resolution skills to effectively lead and motivate others.
Proven skills to quickly evaluate complex issues and identify multiple options for resolution.
Skills in organization and customer service to effectively manage multiple important priorities.

Strong knowledge and skills in all aspects of contract administration, including applicable laws, rules, regulations, guidelines, and policy.

Ability to manage and function in an electronic business environment
Bachelors Degree in Personnel Administration, Labor Relations, Business, Industrial Engineering or a related field, or equivalent combination of education and experience is required.
APPA - Certified Educational Facilities Professional
Salary & Benefits Salary Range: $77.300 to $117,000, annually, commensurate with experience.
