Job Requisition Number: 26511. The California Social Welfare Education Center (CalSWEC) is a unit of the University of California at Berkeley’s School of Social Welfare. As the nation’s largest statewide consortium of social work educators and practitioners, CalSWEC collaborates with 22 universities, as well as county agencies across the state, to support social work education and training in the arenas of child welfare, behavioral health care, and services for aging and older adults. CalSWEC’s work focuses on the provision of professional social work education, student support, in-service training, and workforce development-related evaluation and research. CalSWEC’s goal is to support effective, culturally competent delivery of public services to the people of California.
CalSWEC’s partners and stakeholders in this work include the California Department of Social Services (CDSS), the California Office of Statewide Health Planning and Development (OSHPD), the County Welfare Directors Association (CWDA), the County Behavioral Health Directors Association (CBHDA), California’s Regional Training Academies, the California Chapter of the National Association of Social Workers, and other advocacy groups and foundations focused the workforce development needs of California’s public systems of care. CalSWEC’s pre-service and in-service training, program evaluation, and applied research projects are funded through state, federal, and private contracts and grants.
CalSWEC is currently seeking a Program Evaluation & Research Specialist. Under the direction of the Director of Evaluation & Research, the incumbent works with CalSWEC Central and partner universities and counties to develop and implement an applied evaluation and research agenda that focuses on the evaluation of CalSWEC’s Title IV-E, Integrated Behavioral Health (IBH), and Regional Training Academy Coordination programs.
• Assists in identifying and addressing evaluation & research needs, including conducting needs assessments, conceptualizing and preparing proposals, designing research & evaluation studies, instruments and survey items, and determining sampling procedures. • Manages all processes of evaluation and research for assigned projects, including existing and new studies on Title IV-E, IBH, and Regional Training Academy Coordination program effectiveness. • Provides technical assistance to internal and external stakeholders. Coordinates complex projects with multiple stakeholders. • Analyzes, prepares and summarizes the collection of information and data; recommends statistical approaches, trends, sources and use patterns. Analyzes the interrelationships of data and defines logical aspects of data sets. • Performs advanced data analysis using sophisticated statistical methods and approaches. Synthesizes and summarizes results of data collection and analysis. • Perform public dissemination of findings. Prepares short and long reports, publications, and other written reports. Prepares and gives presentations on study findings. • Other duties as requested. May supervise graduate student researchers and serve as work lead for other staff on relevant projects as needed.• Thorough understanding of and experience using advanced program evaluation and research methods and functions. • Strong skills with quantitative statistical analysis; knowledge of qualitative data gathering and analysis. • Experience with small and large data sets in Social Work, Social Welfare and/or related fields and in managing and using relational data sets. • Thorough knowledge of and fluency with data analysis software such as SPSS. • Solid consultation and project management skills, including attention to administrative and research details, managing stakeholder communications, and evaluating alternate solutions and developing recommendations. • Ability to communicate complex information in a clear and concise manner both verbally and in writing. • Knowledge of applicable campus (Office for the Protection of Human Subjects) and US DHHS compliance requirements related to research, evaluation, financial conflicts of interest and research ethics. • Fluency with word processing and presentation software including Word, Excel, PowerPoint and others. • Strong time management skills; must be able to meet a variety of evaluation, implementation, and reporting deadlines in a timely fashion • Desire to work effectively in a culturally diverse environment
Education/Training: • Master’s degree in Social Work or Social Welfare, Psychology, Statistics, Education, IT, or a closely related field or equivalent combination of experience/training. This is a part-time (.8 FTE), contract position with an approximate end date of June 30, 2020 that will be eligible for full UC Benefits. Contract can be renewable dependent upon funding.
