Montgomery County is seeking a business process expert who is a creative thinker, dynamic coach, and strong collaborative project manager to serve as the Innovation Manager and lead the County’s continuous improvement initiative out of the Office of Performance and Innovation. This merit position within the Office of the County Executive is classified at the M2 level in the Management Leadership Service (MLS).
This unique position is responsible for leading the County in data-informed innovation by focusing on and leveraging an array of business process improvement principles and practices (e.g. LEAN, Six Sigma, A3, etc.) to promote and institutionalize a culture of continuous improvement. He/she will develop, champion and drive the County’s cross-departmental business process improvement initiative. This position works closely with all County departments and offices and acts as an “internal management consultant” to train and coach County employees on how to adopt and implement continuous process improvement best practices and foster a culture of innovation, problem solving, and efficient service delivery across County Government.
Essential Job Functions
Develops the County’s innovation and continuous business process improvement workplan
Analyzes policies, practices, systems, procedures, workload standards, and organizational structures
Teaches a variety of techniques designed to improve the productivity and quality of operations and build a more efficient and effective workforce
Recommends innovative management strategies and departmental/functional turnaround plans. Analyzes business processes and service delivery methods to identify efficiencies and savings
Conducts analytical research and presents implementation alternatives on various public administration functions and service delivery activities
Identifies, researches, analyzes trends and market disruptions for emerging new technologies and opportunities that challenge the status quo
Represents the County and serves as a liaison with outside stakeholder groups and agencies to align the County’s innovation efforts with broader regional and national programs and obtain and exchange relevant organizational development information
Presents organizational improvement recommendations to the County Executive’s Office, County Council, Departments and outside agencies
Prepares comprehensive recommendations aimed at resolution of organization, management, and employee utilization opportunities. Proposes organizational configurations to meet the strategic business goals of the County
Works with the County’s performance management and data analytics team to develop regular reporting on the initiative’s outputs and outcomes
Various business process improvement principles, practices, strategies and techniques

Building strategic partnerships to obtain proven, tangible results from evaluating and improving business processes and service delivery systems

Experience: Seven (7) years of progressively responsible experience in organizational performance, process improvement, change management, creative leadership, human resources planning, or statistical analysis, three years of which were in a supervisory or executive capacity. Note: The term "executive" is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
