Position reports to the Director of Information Technology. Responsible for supervising, overseeing comprehensive planning, analysis, design, programming, coordination, implementation, and maintenance of Polk County Board of County Commissioners (BoCC) Oracle Enterprise Resource Planning (ERP) System; modules include (Budget, General Ledger, Accounts Receivable, Accounts Payable, HR/Payroll, Procurement, and Hyperion (PBCS). Responsible for direct supervision of the six Oracle Support Staff, which includes 6 System Developers and 2 DBAs.
Administrative/Budget - The Oracle ERP Supervisor may represent the BoCC on internal and external technical matters relating to Oracle technology. Responsible to develop and execute annual Oracle, budget of approximately $1.2 Million, including associated service level agreements (SLA) for personnel, operating, and capital equipment needs for Polk County BoCC. Researches, evaluates, recommends, documents, executes, and monitors assigned budget as required. Responsible for developing annual three-year strategic plan, short and long-range IT and user goals, and researching technical/administrative requirements for the IT Director.
Personnel Management - Responsible for acting on or making recommendations to the IT Director on assigned personnel management needs and requirements including but not limited to recruiting/hiring of staff, personnel administrative matters/functions, employee performance appraisals, disciplinary actions, complaints, job related inquiries, and ensuring staff’s adherence to established Polk County BoCC and IT standards and policies.
Project Management/ Work Assignments - Oversees assigned Oracle staff’s projects and daily work assignments providing quality supervision to ensure efficiency, productivity, and ensure timely resolution and implementation of all projects and assignments. Interfaces with all sections of IT (Project Management Office (PMO), Network, PC Support, Internet, Records, and GIS) for technical equipment, software, licensing, and project planning as required. Duties include skills to plan, develop, maintain, and implement Oracle projects, including long-term and short-term goals and budgets to maximize the county’s investments in Oracle. Coordinates recurring meetings with the Oracle Steering Committee and Oracle Core Team to prioritize Oracle Projects. Oversees Oracle staffing resources responding to Oracle users with creative, effective, and professional solutions to meet daily / recurring service needs and requirements for new or existing technologies. Attends, plans, schedules, assists, and/or conducts training sessions as required.
Technical Skills - Responsible to comprehend and communicate technical Oracle requirements to staff, users, and management to resolve technical problems and make recommendations for the countywide use of Oracle E-Business Suite. The preferred applicant will have or demonstrate Oracle experience that includes but not limited to the following: Oracle E-Business Suite, Oracle Licensing, Oracle Support Forum, Service Request process (SR’s) and escalation, patch release schedules, and patch application process, database instances for production, development and staging, Oracle delivered application program interfaces (API), Oracle Cloud, and reporting tools (EiS), APEX, PL/SQL, Oracle Forms, and Oracle Reports. Must be able to understand, coordinate all allocations of changes, and effectively evaluate Oracle resources, installations, Oracle system capacity planning efforts, and provide technical assistance to internal staff and users, to ensure Oracle system integrity and availability.
Written Oral Communications - Confers in writing and/or orally with county management, division directors, staff, users, vendors, and the IT Director to convey information (Status Reports), conduct feasibility studies, provide cost estimates, prepare system development plans and schedules to identify and document users’ needs to develop systems and install Oracle technology.
KNOWLEDGE/ ABILITIES/ SKILLS
Respond for all after hours Oracle emergencies and escalates to the appropriate management, as required.
Coordinates, monitors, and reports on the work of assigned vendors for Oracle support.
Keeps abreast of all new technology used through the BoCC and relays new technology information to other county administration and personnel as required.
Reviews Oracle related projects and work requests to ensure Service Level Agreements
(SLAs) are met or exceeded.
Participates in associated training as required.
Performs related duties as required.
Must demonstrate knowledge of computerized Oracle software, personal computers, telecommunications, service desks, project control, business and administrative principles/ practices / methods / techniques / applications; operations of software, systems, and equipment utilized with the Polk County BoCC; the principles of system documentation and vendor productivity tools; effectively understand LAN, WAN, and management issues and administrative techniques necessary to support County’s Oracle E-Business Suite; maintain state of the art knowledge of Oracle systems, devices, and software; articulate ideas and technology related terms to both a technical audience and non-technical customer base.
Ability to research, investigate, experiment, detect, inspect, verify, recognize, and recommend solutions; recognize incorrect information or work and take remedial actions independently; plan, assign, train, coordinate and supervise the work of others; use good judgment in administrative and personnel situations/matters and make independent decisions; effectively work as part of a team and maintain an effective working relationship with employees, users, officials and other divisions; communicate effectively both orally and in writing; sit for long periods of time; bend, stoop, and stand; concentrate on detail and sequential work tasks; ambulate independently and drive; speak in a manner that can be understood; Ability to see, talk, and perform data entry keying efforts, perform tasks that require eye and hand coordination, plan, write and prepare procedural documentation, practical manuals and communication reports documents; must be able to lift a minimum of 50 pounds.
Graduate of an accredited four (4) year college or university and have a minimum of six (6) years programming, analysis, and Design including increasing technical applications experience with emphasis on Oracle E-Business Suite support, including (3) years of experience as a supervisor or manager of information technology professionals.
Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment in this classification.
A comparable amount of related training and experience may be substituted for the minimum qualifications.
Must provide and utilize personal transportation in daily travel to remote sites to perform service calls as required.
Must have a home telephone (or cell phone) within thirty (30) days of employment in this classification an employee is subject to call out.
This position may be required to report for work when a declaration of emergency has been declared in Polk County.

Pay Range: $32.36/hr. - $48.59/hr. ($67,308.80 - $101,067.20/annually)
