Accurately administers the payroll process in a commercial construction setting through collecting and tabulating records of time worked, hours paid but not worked (e.g., vacation / personal), maintain all aspects of personnel files, entering benefit deductions, processing weekly payrolls, and distributing checks when direct deposit is not used. Must understand Davis Bacon, Prevailing Wage Pay and Reporting. Responsible for assisting with the administration of all benefits and retirement programs, including medical, dental, vision, life insurance, 401(k) and short-term disability. Must be fully bilingual (English and Spanish) with the capability to interpret and translate.
Reports to the Controller and Assistant Controller
Payroll: Full Time, Non-Exempt Status
Hours: 8:00 a.m. to 5:00 p.m.
Lunch: 1 hour
Duties and Responsibilities
Accurately processes weekly payroll for all employees.
Ensures that employees enter time into the Time and Attendance system accurately and promptly.
Ensures that employee's timecards are properly approved.
Certified Payroll, CCIP, Section 3 and additional labor reporting, run job cost reports for project managers, weekly journal entries and additional reporting as needed.
Construction experience, track and review subcontractors certified payroll.
Balances or reconciles assigned payroll records; resolves and adjusts discrepancies; analyzes computer reports to identify and locate sources of error.
Prepares timecard reports and calculates retroactive payments, bonuses, special disbursements, final distributions, and overtime payments.
Enters, updates, and reconciles employee changes to payroll and benefits (direct deposits, tax exemptions, deductions, insurance, transportation, 401(k), etc.).
Process and handle all garnishments.
Prepares and maintains related payroll records and reports.
Process all payroll liabilities.
Maintains all payroll / Human Resource schedules.
Process required W-2 / ACA reporting.
Researches and resolves problems.
Serves as a liaison with service provider(s).
Conducts appropriate audits to ensure data integrity.
Interprets, explains and recommends changes to rules and regulations as they relate to payroll.
Creates and maintains Procedure Manual for payroll activities.
Provide company-wide training and support on HR systems (e.g., payroll, time and attendance, etc.).
Assists with new-hire orientations.
Ensures the accuracy of all benefits enrollments to provide vendors with accurate eligibility information.
Assists employees regarding benefits claim issues and plan changes.
Distributes all benefits enrollment materials and determines eligibility.
Enrolls employees with carriers and process life status changes.
Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes and other general inquiries.
Proven experience as payroll and benefits specialist.
Attention to detail, time management, communication (verbal, listening, written), customer service and teamwork; as well as, honesty and integrity in dealing with confidential information.
Must possess strong work ethics, be well organized and a self-starter.
Experience with accounting software (ComputerEase preferred) but not necessary, automated payroll systems, intermediate MS Excel, and Windows applications is required.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to apply concepts of basic algebra.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
