As part of the Durham-Orange Light Rail Transit (D-O LRT) Project team, the Project Controls Engineer supports management of the development of the project through the Federal Transit Administration (FTA) New Starts program and provides support for project controls functions including cost, schedule, and contract management.
Essential Duties and Responsibilities:
Coordinating all facets of cost management (budget, schedule, contract management, financial planning, and risk) for the $2.5 B light-rail program
Developing timely and accurate project financial reports that are consistent with GoTriangle’s and FTA’s financial policies.
Developing analytical materials to assist with the submittal of budget requests.
Tracking and monitoring project budget and expenditures; researching and resolving any incorrect or inaccurate transactions/account coding.
Coordinating with consultant project controls staff to monitor schedule, cost, expenditures, revenues, budget, configuration change, and risk.
Coordinating and collaborating with staff in other GoTriangle departments, in particular the Finance and Administrative Services staff.
Developing reports summarizing project progress and financial condition.
Overseeing implementation of the Project Management Information System (PMIS) and the interface with the Enterprise Resource Planning (ERP) system.
Reviewing and updating project management plans and procedures as they relate to financial management, risk management, procurement, and contract administration.
Working with GoTriangle Finance staff to develop a working knowledge of the Bus and Rail Investment Plan’s financial model.
Attending meetings with GoTriangle staff and consultants, and preparing concise meeting summaries.
Performing other duties as assigned.
Minimum Knowledge Skills and Abilities:
Bachelor's Degree in Finance, Accounting, Engineering, Economics, Planning, or closely related field
Five to ten years of experience in Architecture/Engineering, Construction, or closely related field
Cost control experience, including the preparation and analysis of complex data, computations and comprehensive reports
Project management experience with a track record of successful Project Management Information System (PMIS) implementation
Enterprise Resource Planning (ERP) systems integration experience
Expert level proficiency in MS Excel
Proficiency in using standard office software such as MS Word, PowerPoint and Outlook
Able to troubleshoot problems and develop creative solutions
Effective written and verbal communication and interpersonal skills
Preferred Knowledge Skills and Abilities:
Ten or more years of experience in Architecture/Engineering, Construction, or closely related field
Master’s Degree in Finance, Accounting, Engineering, Economics, Planning, or closely related field
AACE, CMAA, PMI certification or similar
Working knowledge of project controls software including HCSS and Primavera P6
Experience with eBuilder
