The George Mason University, Facilities Planning, Design and Construction is looking for an enthusiastic and energetic person for its Director, Program Management position working at its Fairfax, Virginia campus. The Director of Program Management is primarily responsible for and will oversee the execution of design, construction, inspection, and close-out and turnover to Facilities Maintenance for capital and non-capital projects for the University. This position will work with the Planning staff and customers to determine prioritization, timeline, scope, and budget of the capital and non-capital projects; will supervise multi-disciplinary project teams during design, construction, and inspectors during all phases of assigned projects; and will work with the Director of Contracts and Capital Finance in the procurement of all professional and non-professional services. The Director Program Management will also work with the Associate Director, Inspections for all inspection work required during the course of a project. The Director of Program Management will report to the AVP – Planning, Design, & Construction and will work with customers, staff, and other Facilities Departments, particularly with Planning, Contracts and Capital Finance, Inspection and Facilities Management during the course of approved projects.
Basic duties will include:
Manages teams to include: Sr. Project Managers, Project Managers, Project Engineers and others associated with projects.
Serves as interface to customers in regards to capital and non-capital projects during design and construction. These projects total well over $100,000,000.
Manages teams and processes so that all capital and non-capital remain within scope, schedule and budget.
Oversee capital and non-capital programs to include: architecture and engineering, design standards, document and constructability quality review, permit submissions, inspections, scheduling and budget tracking to include both expenses and available funding.
Ensures, as applicable, defined end-user requirements are incorporated into the project.
In coordination with the Director of Contracts and Capital Finance, oversees procurement of professional s and non-professional services contracts. Provide administrative oversight for all such contracts including the review of project scope definitions, initial awards and change orders.
In coordination with the Associate Director, Inspections, ensures all required are inspections are carried out and that work being performed complies with all documents, drawings and specs for the project.
Oversees execution of furnishing and equipment plans and programs as related to capital and non-capital projects.
Identifies areas of potential pitfalls and notifies/updates senior level staff as required.
Promotes the continuing professional development of assigned staff.
The successful candidate will have a Bachelor's Degree in Architecture or Engineering, coupled with an advanced degree in architecture, engineering, construction management or related field. A Registered Architect or Professional Engineer registration in the state of VA is highly desired and may substitute for the Advanced degree requirement.
Candidate should also have significant experience in progressive positions managing large-scale design and construction programs within higher education or similar type organizations. Candidate should be a Virginia Construction Contracting Officer or obtain this certification within one year of employment.
