We are recruiting for a Manager, Sourcing and Cost Strategy to join our Talent Acquisition Team.Position will be remote based.
Using independent judgment and discretion, the Manager of Sourcing & Cost Strategy is responsible for the design, development and implementation of all Recruitment activities and plans for both a national and local level. Responsible for developing national and localized Recruitment plans that align to an overall Recruitment budget. Responsible for tracking and rolling up all activity for specific region.
Oversees the design, development, implementation and tracking of recruitment activities on a local and national level (agency spend, marketing/advertising spend, job/fairs, direct mail etc.) against the operational budget and keeps Recruitment and Operations on task for meeting their budgeting and planning goals.
Responsible for the overall Recruitment Budget.
Manages the annual RFP process for vendor selection, including the Request for Information (RFI), and the interviewing of vendors, reference checking, vendor selection, contract negotiation, contract execution and driving invoicing and service level agreements.
Responsible for ensuring the operations and recruitment are adhering to job posting strategy.
Responsible for defining goals, objectives, performance planning for 3 professional level sourcing strategists.
Performs niche searches for hard to find candidates using Boolean, x-ray, backdoor searching techniques.
Builds relationships and collaborates with departments and vendors to develop and execute social plans and public relations campaigns with a digital emphasis.
Researches and analyzes metrics and trends, technologies and metrics and translates them into conversational English. Influences the direction of thinking of Executive level leaders in Recruiting and Operations, as it relates to Recruitment strategy implementation.
Designs, develops and implements a budget for: media, social media, online marketing, and localized marketing plans. Holds others accountable for achieving or exceeding budget measures.
Develops, tracks and reports savings, spending compliance and variances; communicates findings.
Manages Recruiter Development through the development, delivery and facilitation of webinars and training sessions to; promote communication between departments to enhance company knowledge and ensure a higher quality of customer service to our internal and external clients
Provide expertise in the areas of social media and local marketing campaigns by performing:
Cost/benefit analysis (cost per hire, ROI)
Cost saving methodology
Demonstrates creativity in advertising and reaching target audiences.
Top-to-bottom management of paid search campaigns; reviewing information provided by contracted agencies, such as ranking reports, site audits, etc.
Excellent oral and written communication and interpersonal skills.
Strong technical/analytical emphasis in a Recruiting environment
Comprehensive understanding of keyword research and Boolean, x-ray & backdoor search techniques.
Proficient with wordprocessing, spreadsheet, and presentation software (ability to develop macros/formulas, graphs and charts for tracking metrics).
Ability to push back to all levels of leadership including Director level and above
Able to manage conflict, head on and constructively.
Strong leadership and mentoring skills.
Strong technical competence and knowledge of emerging Recruiting technologies.
Demonstrated knowledge of using a formalized ATS (applicant tracking system).
Understanding of print and broadcast media and where social media intersects.
Flexibility to be a hands-on team player adding value, creating strategies, programs and instructional guidance to all levels and teams
Strong project management and time management skills
Ability to work in a matrix-reporting environment.
Overall knowledge of paid search campaign strategy and implementation
Has understanding of healthcare, healthcare hr and recruitment, and healthcare facility objectives.
Strong knowledge of sourcing strategies with emphasis on director level and above positions.
5 years managing a Research Team for a Contingency or Retained Search Firm, or similar environment. Strong experience building relationships with outside vendors. Prior experience developing, implementing and tracking recruitment plans. Demonstrated experience driving the RFP for agency usage when contracts are up for renewal; negotiate rates and terms.
