The Information Systems Administrator II (ISA II Business Analyst) in East Bay Municipal Utility District’s (EBMUD’s) Finance Department plans for, supervises, and participates in life cycle activities associated with the development, implementation, maintenance, and replacement of major financial information systems and applications. Key assignments during 2019-2020 will include serving as functional lead for the project to replace EBMUD’s financial and procurement systems. The implementation phase of this project will begin this spring.
As the functional team leader, the ISA II, in coordination with the Information Technology (IT) Project Manager, will apply IT industry accepted standards in the planning, design, oversight, and control of timelines, work processes, and deliverables associated with multiple client departments’ applications and systems development activities. The ISA II will be relied upon to ensure functional specifications are met during implementation by technical staff. The ISA II will coordinate with other EBMUD staff to develop, implement, maintain, enhance, and evaluate the performance of EBMUD’s financial and procurement systems and applications. Work may be performed by the ISA II and/or through subordinate analysts.
The ideal candidate will have significant experience conducting business process analysis, developing functional specifications and test plans, implementing and administering information systems, producing useful analytical tools, and coordinating a wide array of subject matter experts.
The salary range is $10,524 per month increasing to $11,050, $11,603, and $12,183 after 6, 18, and 30 months, respectively.

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:
1. A bachelor’s degree in business or public administration, finance, information systems, computer science, or field closely related to the system of position.
2a. Four years of programming, systems analysis, or other related technically based computer support experience for a business information system, OR
2b. Four years of experience coordinating and participating in end user support services with a centralized information technology organization in order to develop functional system design specifications, and reporting requirements; determine preliminary design, systems administration, and system testing.
3. Must be willing to work overtime as needed.
