This Human Resources Consultant/Journey position acts as subject matter expert in the area of Background check verifications, which includes criminal convictions, education credentials, professional licensure and federal debarment checks. The primary responsibilities include supervising one permanent full-time HR Consultant/Contributing and three HR Specialist/Journey positions and directing the day-to-day background check unit program and functions. Incumbent is responsible for providing guidance and ongoing consultation to unit staff, campus HR Representatives, and others responsible for completing background checks for paid and unpaid candidates/appointees (approximately 8,500 checks per year) in order to promote consistent compliance across the University. Position masters and stays current with changing background check requirements, regularly evaluates the background check program, conducts benchmarking and recommends process improvements as necessary. Position collaborates with internal and external customers to understand their needs and consults with internal and external business partners and agencies to deliver services that help them to accomplish their goals and objectives. Ensures compliance with federal and state laws/regulations and consults with university departments to research and resolve related issues. Analyzes, researches and evaluates adverse background check results, prepares FCRA notifications and ensures campus-wide compliance with the background check policy. This includes determining if an individual may/may not be eligible to be employed. Position’s role includes researching and interpreting complex and often-conflicting regulations and policies, and coordinating with the Assistant Director of Employment, Employment Consultants, EHRA Non-Faculty HR, Academic Personnel, Postdoctoral Affairs, Environmental Health and Safety and other central offices to evaluate adverse results. The scope of public contact is significant in that the subject position consults with and advises a diverse client group regarding decisions that are impacted by laws and regulations. Ability to apply knowledge and understanding of clients' culture, issues and relationships to address Human Resource situations. Responsible for recommending policy exceptions. Position is responsible for ensuring that campus HR Representatives and business office personnel are knowledgeable about and always comply with background check requirements. This position may be called upon to represent the university in cases of internal or external audits or other related inquiries. The incumbent is responsible for ensuring that unlawful employment practices do not occur in the background check process.
Education and Experience:
Bachelor’s degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.
Must have previous experience managing employees (i.e. hiring, assigning work, setting and ensuring that deadlines are met and evaluating performance). Knowledge of EEOC background check guidelines and FCRA regulations. Prior demonstrated project management experience including defining scope, goals, tasks, deliverables, timelines, tools, and resources. Prior experience analyzing data and/or information from multiple sources to determine accuracy, consistency and identify any discrepancies as well as managing data accurately. Strong consulting skills to serve as liaison between the unit and all hiring departments and business partners to ensure all background checks are returned in a timely manner. Prior demonstrated experience in maintaining the confidentiality of highly sensitive information. Previous experience preparing business correspondence, announcements and/or proposals. Intermediate experience and knowledge using Microsoft Office including Word, Excel, Access, PowerPoint and Outlook. Experience using information systems and general office equipment. Ability to use HR Information Systems and web-based systems. Ability to lead HR program(s) or project(s) within established guidelines and standards, or to lead a component of a larger program/project. Must have strong work ethic, attention to detail and accuracy as well as the ability to prioritize and organize work. Candidate must be detailed and organized. Candidate must be able to continuously multi-task in a busy environment to ensure that all deadlines are met. Candidate must have excellent verbal/written communication and customer service skills. Prior administrative experience including high volume data entry. Position requires considerable judgment to determine what information is relevant and what follow-up is required when results are unclear. Demonstrated collaboration and teamwork experience.
Prior experience managing and interpreting background check results. Prior human resources experience in the areas of employment and/or recruitment in a large and complex organization. Previous experience researching best practices. Prior experience with compliance reporting and accounting/billing activities. Prior experience conducting performance reviews. Advanced level experience with Microsoft Word, Excel, Access, PowerPoint and Outlook. Previous experience with PeopleAdmin and PeopleSoft. Prior experience in a fast-paced higher education or public sector setting.
