The Senior Capital Projects Manager (SCPM) will partner with the Assistant Vice President for Capital Projects and Facilities (AVPCP) to lead and provide detailed oversight for building projects that include new construction and renovation. The SCPM works under the guidance of the AVPCP and collaborates with key Facilities team members to ensure that project and program goals are met within the prescribed time frames and budgets. Responsibilities are varied and include (but not limited to) selecting professional design staff; coordinating the activities of clients, design professionals (architects, engineers, etc.) contractors, inspectors and others associated with the project; closely monitoring project progress at a detailed level, including costs and quality; identifying, resolving, or escalating problems that arise in the project; working with city, state and federal agencies and officials to ensure code and regulatory compliance and safety; communicating with project stakeholders regarding program, budget, schedule and construction impact; and completing and warranting the project to College specifications.

SUMMARY OF JOB DUTIES AND RESPONSIBILITIES
New Construction Projects
Partner with the AVPCP to:
Coordinate the construction bid process. Assist in evaluation of the bid submissions and make recommendations for selection.
Identify and select contractors, consultants, architects, engineers, and vendors; assist with contract negotiation, and compliance with the contract.
Continually monitor and manage day-to-day and details of all stages of projects (from conceptual design through schematic design (SD), design development (DD), construction drawings (CD), and construction) to ensure the College’s objectives are met. Keep the AVPCP informed of any inconsistencies and plans to correct any deficiencies.
As directed by the AVPCP, manage staff, contractors and vendors in conjunction with the development and implementation of capital projects to ensure campus standards are met.
Maintain all documentation and records pertaining to new facilities planning and construction.
Prepare and review estimates and schedules and lead value engineering efforts to correct/address adverse trends.
Renovation and Renewal Management
Manage campus planning efforts and construction administration for Renovations and Renewal Reserve (RRR) projects.
Manage and update the RRR database, documentation, and project evaluation tools.
Coordinate with the Assistant Vice President for Business Affairs and the Office of Financial Affairs to reconcile RRR funding and expenses for forecasting and reporting purposes.
Prepare reports regarding the RRR for trustees, President’s Cabinet, and others.
Provide support to the AVPCP for analyzing space requests, resolving space conflicts, tracking space commitments, and providing advice and consultation for the effective assignment and reassignment of vacated space with the Dean of Faculty.
Assist with maintaining a space inventory for the entire campus.
Track and update mechanical plant renewal and replacement projects
Collaboration with College and Regulatory and Government Agencies
Interacting with the College Board of Trustees
Assist the AVPCP and the Vice President for Administration and Finance/Treasurer (VP) to prepare and present materials to various committees of the Board of Trustees, including but not limited to, the Physical Plant and Campus Planning Committee (PPCPC).
Interacting with College Constituencies
Under the direction of the AVPCP, coordinate planning, design and construction activity with affected constituencies.
Under the guidance of the AVPCP and VP, assist with or directly plan and deliver communications to various constituencies (e.g. the President’s Cabinet, faculty, staff, students, alumni, and community members) regarding facility planning and construction activities and progress.
Collaborate with Facilities and Maintenance Department directors and managers regarding routine and non-routine matters related to the construction, repair/renovation and upkeep of facilities and grounds.
Collaborate with personnel from The Claremont Colleges Services and the Claremont Colleges.
Collaborate with the Senior Director, Emergency Preparedness and Safety to ensure that safety and health regulations and requirements are adhered to during construction.
Interacting with City, State and Federal Agencies
As directed by the AVPCP, serve as the liaison with city, state and federal agencies and governing bodies and ensure compliance with all codes, laws and regulations.
Keep abreast of pertinent local, state and federal codes, regulations and laws; ensure compliance; and monitor the status of permits and applications.
Partner with the AVPCP and collaborate with the Assistant Manager of Contracts and Budget to:
Manage project budgets and schedules in order to maintain the project scope within the approved budget.
Develop and prepare periodic reports, including detailed comparisons of actual-to-approved budgets as well as reconciliations of any variances, and prepare and recommend plans for any corrective action including value engineering.
Establish fiscal controls for capital construction budgets, monitor construction budgets, and coordinate cost control measures.
Review, code, approve and direct the timely processing of all invoices related to land development, facilities planning and construction.
Monitor preliminary notices and lien releases to ensure clean title, including the recording of notices of completion at the end of each project.
Education: Bachelor’s degree in engineering, construction or project management, or a related field.
Experience: A minimum of five years of relevant industry experience in construction management or building project management (e.g. managing renovation projects, space utilization and new buildings).
Required Knowledge, Skills, Abilities and Experience:
Experience with capital project management including budgeting, planning, and construction management in addition to a strong understanding of architectural, mechanical, electrical, and other related disciplines.
Knowledge of engineering and construction terminology, theory, practices and principles, as well as the ability to direct and converse technically with engineers and architects regarding campus utility systems for electricity, natural gas, water, sewer, network cabling, and the maintenance, operation, design and construction of the various building types which occur on a residential college or similar campus environment.
Direct experience managing all stages of a capital project (conceptual design, SD, DD, CD and construction).
Master planning and entitlement experience.
Familiarity with city/municipal codes.
Ability to manage and evaluate architects, contractors and supporting consultants as well as experience with contract negotiation.
Knowledge of facility management systems (e.g. electrical, HVAC and water treatment), applications and tools.
General knowledge of applicable building and fire codes.
Ability to function in a collaborative team environment and build and maintain effective relations with the College’s various constituencies, including: trustees, the President’s Cabinet, Department Chairs, faculty, staff, students, alumni, governmental representatives, consultants, legal counsel and other internal and external constituencies.
Strong interpersonal skills, including tact, diplomacy, and flexibility to work with the College’s various constituencies.
Ability to value, actively seek and respond to various internal and external constituencies in order build consensus among diverse groups and arrive at sound solutions.
Excellent ability to prepare coherent presentation texts and graphics to the College’s various constituencies.
Excellent ability to write reports and memoranda and make presentations to small and large groups and explain complex planning concepts and solutions in a clear, concise manner.
Management and Analytical Skills
Ability to think strategically and tactically. Ability to “see around corners” and anticipate issues/problems early so that corrective action can be taken on a timely basis.
Effectively use various software and manipulate complex database and spreadsheet applications in gathering information, conducting analyses and developing reports.
Ability to manage many projects at once and meet deadlines/schedules and achieve goals under pressure.

More than 5 years of relevant industry experience in building project or construction management.
Experience as the lead in capital project management (as the owner’s representative or internal/campus project manager) for an institution of higher education.
Experience working in a college setting or other setting with a shared governance environment.
Experience working with environmental and sustainability principles, best practices, and laws/regulations, including Leadership in the Energy and Environmental Design (LEED) green building rating system.
Possess and maintain a valid driver’s license and a driving record-acceptable to the College’s automobile insurance carrier.
DESIRED ADDITIONAL EXPERIENCE AND SKILLS
Significant knowledge of and experience with CEQA.
Familiarity with current industry benchmarking practices.
