The Director for Procurement manages the College's procurement process, serves as the primary point of contact for the College and contacting agencies on all contractual matters, and manages the contract process from inception to approval. Duties include, but are not limited to:
Developing RFP documents; issuing and advertising requests for bidding; reviewing all contract terms; conducting negotiations; accommodating sales calls and visits; providing advice and answering customer inquiries
Monitoring contract expirations with enough lead-time to initiate contact with responsible College employees in order to facilitate the renewal of current contracts or to begin the process for establishing a new contract
Leading the Procurement Services unit to provide timely, consistent, and high quality contract service support to the College, including defining and delivering upon expectations for correspondence, information and reports
Designing new and modifying existing forms to streamline contracts processes, working with College departments on how to properly complete and submit the appropriate forms, and reviewing forms and supporting documentation to determine eligibility, authenticity, and accuracy.
Developing a procedures manual and internal documents for management of the various contract types
Developing and delivering a training program to College employees on the procurement workflow and the process for initiating or renewing contracts, POs, RFPs, etc.
Supervising and developing the full-time Procurement Assistant
Administering and updating all policies and procedures governing the procurement of all materials, equipment, construction, supplies and services; and ensuring policies and procedures are effective and in accordance with laws and regulations, College bylaws, and Board of Trustees policies;
Maintaining all contractual and bids records as required by laws and regulations, College bylaws, and Board of Trustees policies
Participating in a variety of organizations to stay abreast of procurement rules, regulations, and changes
Leading and managing supplier diversity programs
Performing other duties including, but not limited to preparing spreadsheets; drafting Board of Trustees narratives; developing new systems and procedures; visiting suppliers and manufacturers; managing sale or transfer of College surplus; providing risk management; and conducting debriefings; and other duties as assigned by the supervisor
This an exempt, administrator position reporting to the Vice President for Finance and Administration.
A bachelor's degree in Business, English, Accounting, or a related field and five to seven years of increasingly responsible professional contract/procurement experience are required. Applicants must have strong computer skills in a Windows-based computer environment, including a working knowledge of MS Office software including Word, Excel, and PowerPoint; and a working knowledge of State of Maryland fiscal rules.
Other requirements include certification as a Certified Public Procurement Officer (CPPO), a Certified Purchasing Manager (CPM), or the equivalent; excellent communication skills, strong presentation skills; strong interpersonal communication skills; strong organizational and project management skills; excellent customer service skills; the ability to analyze complex systems and make recommendations; and knowledge of standard business practices and policies including budgeting, planning, and standard accounting principles.
Experience in a higher education environment and experience working in the Ellucian Banner Finance module are highly desirable.
Salary will be commensurate with education, certification, and experience.
