The Project Management Office (PMO) of the Oak Ridge National Laboratory is seeking a staff member to function as Program and Project Controls Specialist for the Nonproliferation, Safeguards and Security (NS&S) Division. The primary mission of the NS&S Division is to manage existing nonproliferation programs, as well as actively seek to expand ORNL’s role in protecting assets of high value or high consequence.
The selected candidate will be responsible for interacting with the Protect Program, Project Management Team, as well as broad range of individuals, particularly including managers, administrators, business staff and external customers. He/she will prepare, and present formal briefings and presentations as required, providing recommendations and findings on matters relating to the projects assigned, including scope definition, estimating, monitoring, resource utilization, funding/budgeting and reporting. Additional operational support on an as needed basis, may be required, such as working with staff to with clearance justifications, training requirements, logistical coordination, and procurement management to include contract initiation, monitoring and deliverable confirmation. This will include meeting attendance and assisting with visits and/or events, as well as organizing project scopes of work into logical, deliverable base Work Breakdown Structures (WBS).
Specific roles and responsibilities of the position include the following:
Maintain a comprehensive portfolio of NS&S projects, identify/consult problem areas, and prepare recommendations for decision-makers as appropriate.
Implement policies, procedures, and training for the project portfolio, with the goal of creating an intuitive and effective culture of project management within the organization.
Provide recommendations, guidance, and assistance to the project managers, and program staff regarding project management best practices, and adjustments to match project requirements.
Work with project managers to assist in scope planning, include scope organization, schedule development, and cost/resource estimating and risk identification.
Utilize project metrics (task performance, milestones, actual and accrued costs), monitor project and portfolio performance, and continually assesses and report on the status of the projects assigned.
Additionally, conduct independent analysis of projects, proposals, and other materials to assess to ensure project management best practices are utilized.
Responsible for generating detailed, resource loaded, logic driven schedules and developing and documenting supporting detailed cost estimates.
Develop or provide cost estimates for capital, expense or other projects per scope/assumptions provided by Project Manager/Principle Engineer.
Provide an independent assessment of project cost estimates provided by A-E or Construction contractors.
Work with Project Manager(s) to reconcile the project cost estimate with bids (bid check estimate) before procurement issues the design or construction subcontracts.
Provide cost estimating support to the FDD projects/tasks for scope additions or change orders during project execution.
Work with the Project Manager on risk management to include identification, monitoring and mitigation planning.
Provide day-to-day support to the project with schedule and cost maintenance, forecasting, and conducting what-if analysis.
Generate monthly reports on project status and performance, to include analysis on SPI/CPI, variance explanation and critical path and near critical paths.
Support project preparations for various independent project reviews and status meetings.
Maintain a working knowledge and follows applicable ORNL Directives, Policies and Procedures.
Maintain a strong commitment to the implementation and perpetuation of ORNL values and ethics.
BS/BA Degree in Business, Project Management, Security or a related field • Five years of experience (minimum) in area of Project Controls
Experienced user of MS Project
Familiar with best practices regarding the creation and documentation of detailed project cost estimates. • Effective communication skills, to include writing and presentation skills.
This position requires the ability to obtain and maintain a DOE Clearance.
Experience in Global Material Security Program and mission.
5 years of experience with construction project controls (scope management, developing scheduled and tracking/reporting).
Ability to execute projects from beginning to end that include initiating, planning and monitoring and controlling/reporting on projects, and interfacing with DOE HQ sponsors.
Certification in project management as a Project Management Professional (PMP) or American Association of Cost Engineers (AACE).
Ability to identify key strategic issues, opportunities, and risks, report them to the project management; and experience with risk analysis and management.
