Position Summary The Director of Engineering provides direction, oversight and management for the System Planning, Distribution Technology, and Meter & Transformer departments. The Engineering Department performs short and long range distribution system planning, develops plans and specifications for distribution system devices and advanced distribution automation technology including SCADA, and operates the meter and transformer shop providing meter, transformer and special equipment maintenance, testing, repair and inventory support services for the Cooperative.
Primary Position Responsibilities • Complies with established CoServ safety and operating rules, procedures, and guidelines. Responsible for reporting unsafe practices to a supervisor. • Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines. Responsible for reporting suspected information security incidents to Tech Support. • Accountable for ensuring that all department functions and activities are performed in a safe, efficient, and effective manner in accordance with standard utility practice, good engineering principles, applicable codes and regulations, and the rules and policies of CoServ. • Provide written responses and engineering testimony and verbal testimony for legal or regulatory activities. • Coordinate with other departments and solicit input and feedback on the development of specifications, inventory levels, and inventory controls and processes for distribution system devices. • Management and oversight for preparation of engineering studies including but not limited to: o CoServ’s annual Construction Work Plan (CWP) including growth projections, load forecasts, recommended solutions, cost estimates for capital budgets, and a written report. o Long range system studies o Power requirements studies o Distributed generation interconnection studies • Interface with, provide support for, and coordinate with Brazos Electric on planning and construction of transmission and substation projects for CoServ’s system. • Management and oversight of the analysis and recommendations related to special studies such as reliability, load saturation, motor start, power factor, voltage, line loss, system load characteristics, load management strategies etc. • Management and oversight of the programming and placement of distribution system devices such as reclosers, fuses, circuit breakers, primary switches, capacitors, electronic device controls, voltage regulators, and distribution automation technology devices, and coordination with CoServ’s material supplier on appropriate inventory levels. • Preparation and management of reporting divisions’ annual labor and expense budgets. • Monitor and take corrective actions when necessary to maintain departmental operational expenses. • Determine departmental staffing and engineering consultant requirements and acquire needed staffing with appropriate and required approvals. Negotiate rates, terms and conditions and contracts with engineering firms for required consultant staffing. •Engineering research and development of standards and specifications for distribution system devices, distribution automation technology, and metering. Provide assistance and support, when requested, in the research and development of standards and specifications for overhead and underground design and construction, distribution line material purchasing, and engineering design and philosophy documents and guides. o Standards or philosophies must be in compliance with NESC, NEC, ANSI, OSHA and other governmental or regulatory requirements. o Research and development of any additional required specialized publications or guides related to codes and standards that are needed by other departments within CoServ. • Development of CoServ’s practices and processes for the specialized functions of distributed generation, power quality, and major equipment testing. • Management and oversight of distribution automation technology systems, including AMI, SCADA, and Local Area Network (LAN) radio system. • Management and oversight of CoServ’s environmental procedures related to SPCC, oil testing, and regulatory record keeping. • Management and oversight of CoServ’s meter and transformer shop functions including repair and testing of single and three phase transformers, testing of single and three phase meters, field verifications, and inventory management. • Analyzes production, revises procedures, or devices new procedures to improve efficiency. • Develop and enforce work procedures, rules, and policies to ensure that work and activities performed by department employees comply with CoServ’s Tariff, policies, standards, specifications, criteria and rules, and the regulations of entities with regulatory authority. • Establish internal controls and enforce approval level authorities for departmental operational and capital expenditures. • Interface and coordinate with city, county and state entities and representatives, members, developers, contractors, engineering and operations personnel and other CoServ departments related to service requests and line construction projects. •Negotiate and act on the behalf of CoServ Electric in regards to service certification subject matters.
Secondary Position Responsibilities • Directly participates in CoServ’s Leadership Communications Team which includes all Senior VP direct-reports. • Participates as a member of or designates an Engineering Department representative for participation on CoServ’s Power Quality Team. • Participates as a member of or designates an Engineering Department representative for participation on the Standards Committee. • Takes additional training that may be directed by the Senior Vice President - Engineering Services. • Maintain good working relationship and facilitate good communications with the Engineering Services, Operations and Construction Scheduling Departments • Maintain a thorough knowledge of NEC and NESC codes, applicable codes and regulations, standard utility practice, good engineering principles, and CoServ tariffs, service rules, policies, and line extension policies. • Assist in technical training of Engineering and Operations employees and other employees as directed or requested. • Actively promote CoServ’s objectives, plans, programs, and goals. • Attend meetings, conferences, schools, and workshops to maintain and increase knowledge about utility best practices, engineering practices, and codes and regulations. • As directed by the Senior Vice President of Engineering Services, the Director of Engineering will serve and represent CoServ on local and/or national technical committees. • Coordinate with Accounting Department in matters that affect proper accounting for construction projects and materials through the Work Order process. • Stay alert to public and political questions that may arise and develop an informed response.
Experience Required • A minimum of 10 years experience in electric utility distribution and/or operations with a minimum of 3 years supervisory experience

Physical Requirements • Operates office equipment such as a computer, telephone, fax machine, copier, etc. • Ability to drive occasionally • Lift and move up to 50 lbs. • Bends, stretches, pushes, pulls, squats, crawls, and climbs in the normal course of completing job requirements • Works extended hours as necessary or requested • Possesses the ability to manage stressful situations • Ability to sit for long periods of time • Resides within 5 minutes from service area for response time • Works both in the office and outdoors • Works in areas with possible exposure to poison oak, poison ivy, and insect stings
Other Requirements • Must have and maintain a valid Texas driver's license.
