The Associate Provost for Budget Planning has primary responsibility for managing the process to frame and evaluate, and ultimately decide on adjustments to the University's operating budget through the Office of the Provost. The Associate Provost will serve as the Provost's primary contact and resource for academic and administrative units for budget requests and staff position management. The position is a key report to the Vice Provost and contributes to the team's work aligning and integrating the University's use of financial resources, space, and data analysis to support planning and pursue its mission and priorities. The Associate Provost works closely with the Director of the Operating Budget, serving as a critical bridge between the Office of the Provost and the Office of Finance & Treasury (which houses the Budget Office). The Associate Provost will also support fund-raising gift approvals and stewardship, committee work, and other projects as assigned.
Partner with cabinet officers and academic leaders to consider resource implications of new initiatives and to address budget-related issues. Foster open communication and relationships with administrative and academic units to support their needs and to anticipate issues requiring attention or intervention.
Provide analysis, framing, and recommendations for action on budget allocation requests from units.
Provide leadership, collaborating with colleagues in Finance & Treasury, in the transition to an all-funds, multi-year budget planning orientation among units.
Oversee the collection, tracking, and follow-up associated with budget requests and commitments. Monitor uses of and balances in central and departmental/unit accounts to flag areas of opportunity and concern and inform requests for funding.
Identify budget-related trends and issues warranting attention by senior leadership. Analyze financial and other information, including external benchmarks, to frame issues and support decision-making and planning. Develop a set of key indicators pertaining to budget planning and effectiveness and create process for regular monitoring and reporting.
Serve as thought partner within Office of the Provost and with leadership in Finance & Treasury on budget allocation issues, reporting, and improvements to the budget process. Advise the Provost and VP for Finance & Treasurer on oversight, process, and policies concerning the University's operating budget.
Represent the Provost in budget-related meetings and correspondence with academic and administrative leaders.
Evaluate requests from academic and administrative units for additions to staff by confirming the availability of funding, making recommendations to the Vice Provost and Provost for action, and monitoring the overall pace of staff growth at University. Assist departments and units to assess administrative structures, processes, and staffing. Coordinate with the Budget Office and Human Resources to ensure consistent coding and tracking of position changes.
Staff the Priorities Committee (which is responsible for presenting recommendations to the President and Trustees about the fee package, salary pools, and other additions to the budget) and the Provost Budget Group. Responsible for agenda planning, background materials, and ensuring the timely execution of action items.
Review gift agreements and approve receipt of gifts for the University on behalf of Office of the Provost. Provide recommendations to Provost for designating unrestricted institutional funds, such as bequests and trusts, and re-purposing underutilized funds.

Advanced degree required
Ten or more years of relevant experience, preferably in higher education or similar organization
Experience with enterprise-level financial reporting systems and all-funds budget environments
