Primary Role: Manage daily human resources and academic administrative functions for the Department of Emergency Medicine. Provide expertise to faculty, management, staff and students on all aspects of employment, compensation, employee relations, benefits, training, professional development, project management, educational research, faculty promotion and tenure, and faculty appointments/re-appointments. Develop and implement procedures, processes and programs to facilitate human resources administration and academic administration. Coordinate activities with appropriate personnel at Human Resources Administration (HRA), Office of Equal Opportunity (OEO), School of Medicine, and IU Health Physicians.
Duties and Responsibilities:
Employee Relations: Advise administration and supervisors on corrective action process; may counsel employees on matters of job performance and/or compliance with departmental and university policies. Recommend and implement alternative courses of action in response to conditions or problems encountered. Make recommendations on involuntary terminations. Maintain awareness of legal implications and laws governing employee relations. Manage performance appraisal process and ensure that evaluations are completed on an annual basis. Maintain files including corrective action, performance reviews, recommendations, etc. Administer FMLA process. Serve as International Affairs liaison. Interact directly with faculty, staff, postdocs, and students to make sure all issues related to visas and other International Affairs are resolved quickly and without negative consequences to department or individual.
Faculty Administration: Facilitate the recruitment process of physicians/faculty, postdoctoral fellows, research associates and scientists through School of Medicine, IU Health Physicians, and OEO guidelines. Process reappointment paperwork. Manage the promotion & tenure process and sit on the departmental Promotion and Tenure committee. Work with faculty recruits and current faculty on the association between their IU and IUHP benefits. Propose appropriate strategies for search and screen committees and advertising with regard to recruitment procedures, visa issues, and faculty tracks. Manage approvals with the Deans Office and the Office of Equal Opportunity. Develop and conduct new faculty orientation/onboarding and respond to inquiries. Serve as department liaison for faculty EEOC and Office of Equal Opportunity investigations.
Staff Recruitment: Prepare, process, and post management-level, research and staff positions through IU HRA and external sources. Conduct initial screening interview, work with management on selection process. Prepare offer letters, initiate background check and I-9 process, and ensure hire process is complete. Conduct internal equity analyses to set pay rate. Assist with onboarding new staff and temporary employees. Position will also be responsible for compensation management. Establish new positions as needed and the development of job descriptions. Provide supervisors and staff information and guidance, resolving problems related to position classification issues, recommending equitable salaries paid to comparable positions, and assist sections in maintaining accurate and current job descriptions. Recommend promotions and salary increases for staff and work with Human Resources Administration to implement. Oversee the maintenance of staff records such as promotions, transfers, supplements and related compensation data. Create reports to show data on employee hiring, turnover and vacant positions. Supervise the assistant to the chair, administrative assistants, educational coordinators and the technology and marketing coordinator. Supervisor role includes the following; interview, select, train, provide performance reviews, feedback, counseling, discipline, designation and creation of workflow, set and adjust rates of pay and work hours, ability to hire and involuntarily terminate.
Project Management – Position to lead content creation of multimedia presentations for faculty and dean level meetings, preparing ad hoc reports, and creation of presentation materials for national and international meetings. Project manager will have high-level stakeholder participation in department events, including CME events, invited speakers, celebrations, and hosting professional meetings. Position will prepare documents and set agendas for special projects. Position will be responsible for designing and implementing educational research projects for the department as designated by the chair. Position to lead as chair's delegate with educational research and scholarship including project conception, design and implementation, study tool design and creation, data collection and analysis, literature searches, scientific manuscript preparation, editing, formatting, and submission for publication and presentation. Position will create original research ideas and seek publication and presentation as lead or co-author.
Policy Development and Implementation: Implement policies and procedures consistent with established university policies. Serve as primary human resources contact for information, interpretation, and enforcement of University policies practices, and procedures. Participate and represent the Department of Emergency Medicine by serving on university committees and special task forces relating to human resources administration and compliance. Maintain knowledge of current developments in human resources regulatory practices (Federal and State) for policy formulation and practice purposes; propose recommendations to ensure departmental compliance as needed. Attend conferences as needed to stay abreast of HR and administrative information.
REQUIRED: Bachelor's Degree or equivalent, plus 5-7 years of human resources experience in an academic setting and supervisory experience.
Combination of experience and education at a 2:1 ratio.
Knowledge, skills, and abilities: Strong knowledge of faculty recruitment, promotion and tenure procedure and process, visa processing, creating/reclassification of positions, and of University policies and procedures. Ability to work independently, to perform efficiently and productively under pressure. Strong organizational skills with the ability to prioritize and meet deadlines. Excellent communications skills, customer service skills, and the ability to maintain confidentiality.
Experience using HRMS (hire, term, LOA, admin posts, maintain funding), People Admin (staff and faculty), GIS (employment verification system), eQuest, and iStart. Proficiency in Microsoft Office, including MS Word, MS Excel, and MS PowerPoint and ability to learn new systems.
SPHR or PHR certification.
