Supervises: Director of Center for Victim Safety and Support, Director of Forensic Services, Director of Family Support Services, Project Director for Ulster Prevention Council, Associate Director of Youth Services.
This position reports directly to the Chief Program Officer (CPO) and provides leadership to all community services programs ensuring programs maintain high quality standards, meet target outcomes, goals and objectives, budget or financial targets, and comply with applicable local, state and/or federal regulations, statutes and / or guidelines. This position is also a member of the Agency Leadership Team and works in conjunction with leadership team on agency-wide issues including program development and oversight, strategic planning, and budget oversight. Enthusiastically supports, practices and communicates agencies Mission and Statement of Values.

Candidate should have advanced degree in the field of non-profit management, social work, mental health counseling, or related field or comparable mixture of education and demonstrated proficiency. Candidate must have a minimum five years management/administrative experience including 3 years supervisory and leadership experience in a human services, healthcare, or related field. The successful candidate must have exemplary organizational and budget management skills, and a demonstrated ability to build and maintain positive relationships with all levels of program and operational staff. This position will work in close cooperation with key Agency staff to ensure efficiency and fiscal sustainability of all community programs.

Ensures that direct services are of the highest quality possible, are client centered and provide optimal outcomes through the use of best practice interventions.
In cooperation with the CPO and CFO, plays key role in preparation of annual program budgets, ensures that services operate in a highly cost effective manner, and meet budget projections.
Provides ongoing assessment of service area needs and emerging trends in the field and recommends changes in services as appropriate.
Participate in strategic planning, program development, program expansion, and project management for community services programs.
Assists with the professional development of program staff including coordination of staff training program.
Strives to ensure that direct service staff have the resources they need to best serve clients, that program directors and supervisors have the management and supervisory tools to help staff deliver excellent quality care to clients.
Ensures adherence to Agency’s human resources and fiscal policies, standards, and principles.
Works with CPO and program directors to create culture where staff can do their best work.
As a representative of the Agency shares our values, knowledge, and skills with other organizations, community groups, regulatory bodies, and key stakeholders. Maintains good relationships with stakeholders and partners to advocate for clients and those working in the field of human services. Works closely with the key Agency leaders to develop strategic / business plans and key performance indicators for each of the programs—including quality / outcome measures.
Develops and oversees a program of Continuous Quality Improvement for each of the programs / service groups. Coordinates the development and implementation of quality improvement initiatives.
Under the guidance of the CPO ensures that programs / services comply with all relevant regulatory, licensing and credentialing requirements—including program compliance with internal policies, procedures and processes; works closely with the CPO to coordinate these efforts.
Member of Leadership Team Meetings and actively participates in discussion and decision making; attends service / program team meetings as appropriate.
Completes all work and reporting functions in a timely fashion.
Interacts with stakeholders, clients, referral sources, co-workers and others in a positive, client-oriented manner; provides a positive example of professional behavior in the workplace.

Chairs committees as requested by the CPO &/or CEO.
Makes periodic reports to the Board of Directors as requested by the CPO &/or CEO.
In conjunction with CPO and Associate Director of Program Development & Outcomes Management monitors and ensures timely filing of all reports to maintain compliance with regulatory guidelines, contract requirements and fiscal standards.
Responds supportively to changes in programs and policies and taking a broad view of one’s position by assuming additional responsibilities when the need arises.
Communication and public speaking skills
Ability to frequently and efficiently travel to Agency locations across three counties (Dutchess, Ulster, Orange)
Work Environment – Majority of time is office setting, occasionally on program sites, in the community, and travel to offsite meetings and events
