This is an exciting opportunity for an innovative and self-motivated leader to help shape the vision of digital services, collection strategy, and technical services for the Library.This integral position will have a system-wide impact on important community outcomes such as digital inclusion, social equity, and customer experience. In this role, the manager will provide guidance and vision for projects and activities, including customer service, training, project management, contract management, presentations, new technologies, and policy and procedure. This manager will lead the effort to implement our newly created IT Roadmap and to engage the community on key initiatives related to collections.
Essential Job Functions
Autonomously sets the strategic direction for the assigned areas. Continuously improves operations and tracks progress toward goals and community outcomes. Formulates goals, policies, objectives, plans, and procedures.
Provides leadership and direction to professional staff; instructs, coaches, and advises subordinates in developing the knowledge and skills needed in their work and in preparing themselves for growth and advancement in their careers. Serves as key influencer to public services staff across the organization and aligns their efforts to strategic goals by serving as a resource to location-based services.
Coordinates library activities to ensure effective and efficient library services.
Maintains awareness of current developments in library operational techniques and procedures and revises them as necessary.
Monitors and evaluates the effectiveness of service programs and takes corrective action as needed.
Provides oversight and direction in initiation, implementation, monitoring and compliance of assigned contracts with the library.
Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
Confers with City officials, library board members, and citizens on library services, policies, and objectives.
Prepares and monitors divisional budget documents and participates in the development of the annual library budget.
Serves as a key member of the Library Management Team in leadership and governance of the Library.
Prepares communication and community engagement plans to support highly effective services and programs in pursuit of community outcomes.
Performs related duties and fulfills responsibilities as required.
Master's Degree from an accredited college or university in Public or Business Administration or a related field such as library science or marketing.
Six (6) years' experience administering or managing programs and services for a large organization to include three (3) years of direct supervisory experience.
This position requires a valid Class "C" Texas Driver's License or the ability to obtain a valid Class 'C" Texas Driver's License within thirty (30) days after becoming a resident of the State of Texas. Use of your own personal vehicle may at times be required and proof of Liability Insurance will be required.
Experience working in planning and/or evaluating library programming, operations and community outcomes.
Bilingual in English and Spanish.
Master's Degree in Library Science from an American Library Association (ALA) accredited university.
Experience in Project Management, including budgeting.
