IT Projects Specialist - English Language Programs (ELP)
The IT Projects Specialist is a key member of the elprograms.org team. The primary responsibility of this position is to maintain the efficient and effective functioning of all information technology projects related to the work of the three ELP teams: Outreach, Applications and Vetting, and Implementation. The IT Projects Specialist will manage the development of annual updates, periodic enhancements, ongoing maintenance, and quick response problem-solving for all ELP IT systems, which include but are not limited to the program's online application and proposal database, website, Community of Practice (COP), and Salesforce system.
The English Language Programs, funded by the U.S. Department of State, sends experienced U.S. TESOL professionals to educational institutions on short- and long-term assignments in all regions of the world. Short-term participants, Specialists, and long-term participants, Fellows, are cultural ambassadors who promote English language learning and mutual understanding through cultural exchange. The Center for Intercultural Education and Development (CIED) at Georgetown University is the current administrator of English Language Programs.
The IT Projects Specialist will work closely with ELP managers and directors, and will report to the program Director. His/her duties will include, but are not limited to:
IT Project Compliance and Continuity
Analyzes University-wide information system requirements to ensure compliance for all systems.
Maintains current knowledge of all requirements for federal grants regarding information technology projects, including design and branding guidelines.
Develops, documents, and maintains Standard Operating Procedures for creating new user accounts, operating program IT systems, training staff, and other key functionalities.
Application and Proposal Database
Maintains up-to-date knowledge of the PHP Symfony Framework, and coordinates regularly with the contracted technology services company to ensure efficient and cost-effective processes are employed.
Manages annual updates, ongoing maintenance, and ad hoc enhancements, communicating program requirements to the contracted system developer and ensuring timely and effective work.
Monitors database activity to ensure the smooth and effective functionality of all areas of the system, for all user roles.
Works closely with GU team managers, Department of State officers, and technology services company in identifying needs, establishing project specifications, and finding creative solutions.
Manages the database Help Desk, assisting users (applicants, U.S. Embassy staff, etc.) with questions and problems.
Develops specifications, both low- and high-level programming, and writing system documentation for a Constituent Relationship Management system being built on Salesforce, linked to the English Language Fellow and Specialist application system.
Provides technical support for analysis, design, implementation, and maintenance of the CRM system, including group and one-to-one training for all stakeholders.
Uses operational and functional knowledge of all aspects of the application, including all external interactions and internal processes, to develop alternatives to customization of purchased system where possible, or to design and implement appropriate modifications where required.
Is responsible for vendor maintenance, quality control management and oversight of change control processes, and analysis of requirements.
Maintains up-to-date knowledge of Wordpress, and coordinates regularly with the contracted website design company to ensure efficient and cost-effective processes are employed.
Works closely with the Outreach team to ensure that website pages are kept up to date and fully functional.
Manages projects involving system enhancements, new page development, and periodic updates, working directly with the contracted website designer.
Collaborates with all stakeholders to continually improve the effectiveness of the website in its primary objectives of applicant recruitment and alumni engagement.
Community of Practice
Maintains up-to-date knowledge of Drupal, and coordinates regularly with the technology services company to ensure efficient and cost-effective processes are employed.
Manages projects involving system enhancements to continually improve the COP's usability as an administrative tool for current participants and a site of professional engagement for both current and former participants.
Manages contracts with technology services companies contracted for the development of the IT projects.
Maintains all the subscriptions needed to run the program systems.
Processes all invoices from IT vendors.
Monitors all vendor accounts to update security certificates, perform periodic upgrades, etc.
5+ years as a Project Manager in Software Development or Information Technology
Bachelor's degree or equivalent experience required (Computer Science or closely related field preferred)
Experience in working on Agile projects
Certified Scrum Product Owner with experience in requirements gathering tools and techniques, requirement elaboration, Epic and Sprint Planning
Excellent communication and relationship skills
Ability to rapidly adapt to changing business requirements and to efficiently acquire and utilize new skills in response to such change
Strong analytical, decision-making, and prioritization skills
Able to work independently and as part of a team to support the acquisition of new skills and areas of expertise
Very detail oriented and organized
Able to work in a dynamic, fast paced environment
Technical knowledge of PHP, Symfony, Drupal, Salesforce, Wordpress
Experience in handling JIRA
Extensive experience with Salesforce implementation experience
Salesforce deployment and change management experience preferred
Experience building and executing Salesforce development test plans
Salesforce administrator and Developer certification
