The AOC has an exciting leadership opportunity available for an experienced facilities management professional to serve as the Superintendent of the iconic buildings of the Library of Congress. The Library Buildings and Grounds (LBG) Superintendent provides leadership and program responsibility for facilities engineering, construction initiatives, maintenance, repair and improvements to existing facilities.
This position is part of AOC’s Executive Leadership Team responsible for an enterprise approach in executing AOC’s mission and its strategic direction. In this capacity, the Superintendent performs the following responsibilities:
Plans and provides organizational direction over work operations and maintenance activities involving the structural, mechanical and facilities management for the LBG.
Leads a diverse staff in excess of 240 employees, and is responsible for planning and organizing mission critical work, including determination of objectives and priorities within resources provided by AOC so that all programs, services, functions and tasks are efficiently and effectively executed.
Serves as key advisor to the Chief Operating Officer and the Architect on relevant facility management matters and initiatives, and supports the AOC on relevant professional facilities engineering projects relating to facilities design and construction.
Directs the preparation and execution of annual multi-million dollar budget requests and end-of-fiscal-year annual reports of work projects initiated, completed, pending and anticipated operations and maintenance expenses for the LBG based on projected work projects and annual operating costs.
Plans, develops and implements a five-year strategic operations plan that includes a comprehensive mission statement covering the major functions and operations.
Coordinates and delivers in-house and minor constructions projects; monitors and ensures the facilities are maintained and operational in compliance with local, State, federal regulatory requirements; manages project renovations and ensures that the precise planning and effective coordination of maintenance activities meet the objectives of the AOC.
Candidates must have proven leadership/managerial experience in facilities management involving the management of multi-million dollar annual budgets for maintenance, renovation and preservation of historic buildings and assets. Candidates must also have demonstrated ability to manage complex construction programs and be a proven leader in executing and delivering results to meet organizational goals and customer expectations. Strong competency in building coalitions internally and externally to achieve common goals is essential.
This position serves at the pleasure of the Architect of the Capitol. The Executive must have the ability to obtain and maintain a Top Secret Clearance.
