The Deputy Chief Executive Officer is directly responsible to the CEO of Clinica Sierra Vista (CSV), and assists in the overall management and performance of CSV, including development and refinement of its service program; control over operations, budgeting and financial planning; contract/grant compliance, accounting and fiscal management; grant applications; and recruitment, selection, and evaluation of the Senior Management Team. The Deputy CEO works closely with CEO and is assigned projects and line authority by the CEO. It is anticipated that the Deputy CEO would be a replacement for the CEO in his/her absence.
Responsible for the daily operations of all CSV activities, including Administration, Community Health Centers, Dental Centers, and Programs.
Ensures human relations with staff, patients, and other stakeholders are handled in a proactive and appropriate manner.
Monitors the on-going performance of the organization, its functional units and departments and its staff; initiates corrective action as necessary in response to less than optimal performance.
Responsible for ensuring that approved clinic polices and standards are uniformly accomplished at all sites and updated on a regular basis to reflect kaizen.
Champions and demonstrates the values, mission, and vision of CSV including always putting the patient first.
Ensures clinical operations are appropriate, including clinician productivity and clinical quality.
Ensures each site and program is appropriately staffed and runs efficiently and effectively in accordance with standard work and the CSVPS.
Ensures each site and program runs in accordance with CSV policies and procedures as well as adherence to established State and Federal regulations.
Coordinates actions with the CFO, CMO, COO, CIO, CHRO, CKPO and other senior management.
Ensures activities for meeting regulatory requirements, applicable to all CSV services in Fresno ambulatory health centers. These include Department of Health and Human Services, State Department of Health Care Services, local regulations and standards as they apply to fire, life, safety, and health licensure requirements.
Works with the compliance officer to monitors and evaluates CSV activities to determine effectiveness of and compliance with the CSV Board of Directors authorized and approved programs and policies. Keeps the CEO informed of the status of the program operations and suggests major operational or procedural changes.
Works with the Senior Leadership and the Clinical Leadership teams to ensure the ongoing pursuit of the highest quality outcomes of care.
Assists in the oversight of the financial management of CSV, the establishment and maintenance of accounting and records systems and the preparation of the yearly budgets and audits.
Assists the CEO plan and implement the systematic and coordinated delivery of comprehensive health care services. Encourages and develops innovative approaches to provide effective and efficient service.
As delegated by the CEO, assists in the negotiation and execution of contracts including local agreements, agreements with other health care facilities, and lease agreements, etc.
As delegated by the CEO and in coordination with the CMO and CDO, assists in the development, monitoring, and evaluation of contractual employment agreements of the CSV medical and dental clinicians.
With the CEO, represents CSV in person or through correspondence in affairs involving government agencies, health care organizations, community groups, voluntary agencies, and the public at large on issues involving CSV.
Provides leadership and direction for the annual, monthly and daily operations of CSVPS programs to include improvement, implementation, evaluation (premeasures) and CSVPS standards and procedures adherence.
Develops and maintains relationships with other health care and allied professional organizations with which CSV can partner, ally or otherwise work together to help the organization meet its objectives.
Assists in the recommendation and implementation of CSV Board policy and is assigned partial responsibilities for the negotiation and administration of all contracts of CSV.

Serves as an organizational resource for CSVPS education, mentoring and facilitation.
Analyzes company department operating practices such as record keeping systems, forms control, suggestion systems, personnel and budgetary requirements to create new systems or to revise established ones.
Studies methods of improving work measurements or performance standards.
Assists in the development and interpretation of general operating policies.
Assists in preparation of budgets and reports for the organization, including assisting with grants.
Assist in all phases of grant research, data collection, and writing activities necessary to obtain/maintain program services.
Monitor clinic programs.
Assists with marketing/public relations and outreach activities.
Involved with operational projects and facility projects as necessary.
Other duties as required.
Requires a Master’s Degree (MHA, MPH, or MBA) or equivalent education and experience in health care, business, public health administration, public administration, or related field.
Requires experience with Lean Healthcare, preferable certified in Learn or Black Belt Six Sigma.
Requires five years of experience in progressively more responsible managerial positions in the health care field.
Requires strong interpersonal, facilitation, team building, project management, and conflict resolution skills.
Knowledge or experience, including laws and regulations, related to effective organization and personnel management, and all administrative activities.
Knowledge or experience related to the delivery of health care services to a diverse cultural socioeconomic population.
Ability to communicate effectively written and verbal, with staff, agencies, consumers, and the public.
