General Summary/Purpose

This position will be responsible for the management of the Division's Cardiac Surgery Data Center.  In general, the impact and scope of this position is to ensure compliance, operational efficiency and value in data aggregation and reporting to support the clinical, research and academic missions of Cardiac Surgery. This includes developing, prioritizing, delegating and monitoring the progress of multiple programming and database projects. IT manager will report directly to the division administrator and will provide information, planning and recommendations to the Division Director and Director of Surgery IT regarding data center operations, the annual Data Center budget including determining needs for staffing, software, and hardware purchases and priorities.

Specific Duties & Responsibilities

1. Management of the Division of Cardiac Surgery Data Center. Develop, design and oversee the management of clinical and research data for operational support. Provide supervisory oversight to the CS Data Center Team. Support and implement computer/network/software resources for Cardiac Surgery. Oversight and development of documentation, security, training programs and divisional portals. Serve as a liason and resource for information technology support.
2. Supervises at least 3 FTE Clinical Outcomes Registry Analysts providing direction in the form of goal establishment, time allocation, prioritization, and problem resolution. Completes performance appraisals, maintains time records, and makes hiring, firing and disciplinary decisions.
3. Manage the intake process and release of data for cardiac surgery data requests, identify resources and priortize work to meet deadlines and ensure compliance with institutional policys and regulations. Implement and oversight of data auditing practices and data validation before data is released. Maintain tracking system/log of all data requests.
4. Oversight of CTS user support, and Enterprise installation and integration of hospital/ university enterprise data systems, policies and procedures. Evaluate, recommend & implement emerging technology/software. Ensure the Division of Cardiac Surgery follows and meets the IT@JH Goals: (l)meets negotiated project deliverables associated with IT@JH led projects and initiatives, (2) participates in standards groups and standardization efforts and (3) maintains standard compliance with software/hardware applications and systems required by IT@JH.
5. Management of the participation in the national Society of Thoracic Surgeons (STS) cardiac databases. Oversee participation in the PEDIMACS Registry, the CHHS Studies and the STS Congenital Cardiac Anesthesia Registry to ensure valid data collection and reporting. Oversight of clinical quality improvement projects and quality reporting metrics, public reporting metrics using STS data for the adult and congenital/pediatric programs. Collaborate with the Department of Surgery Informatics Team, the Johns Hopkins Hospital Quality Analytics Team and the CCDA (Center for Clinical Data Analytics) for cardiac surgery's clinical data warehouse projects. Ensure compliance with clinical registry thresholds, responsible for developing methods of follow-up and tracking strategies to locate patients lost to follow-up.
6. Collaborate with Department of Surgery's Informatics Team, Clinical Registry Team and the JH Enterprise EPIC team to develop technology, workflow and processes to optimize data abstraction and data validation for electronic submission. Develop and maintain automated reports and dashboards from clinical and operation data. Work with Enterprise Tableau dashboard teams for consolidation and enhancement of e-metric reporting.
7. Manage clinical data mining, statistical analysis and support for research and QI projects. Assist in writing and preparation of abstracts/manuscripts, grants, slide presentations for professional presentations and publications. Present research and quality improvement projects at institutional, regional and national meetings. Consult with faculty, physicians, residents, clinical staff, and other professional staff in developing study design methods, data parameters, and analysis.
8. Manage vendor contracts, negotiations and STS participation agreements/BAA/Data Use Agreements with the Johns Hopkins Legal Department.
9. Provide support to the administrative team and faculty for: the Residency Program, Administrative Projects, Managed Care Projects, US News Surveys, & Quality/Performance Improvement initiatives. Assist with the MHCC Certificate of Ongoing Performance Reporting. Provide assistance with HVI development, marketing and website initiatives. Manage and maintain Sharepoint Sites and collborative tools for communcation and education.
10. Provide research advisory support to the Cardiac Surgery Research Lab, the Cardiac Surgery Summer Student Research Program and the Cardiac Surgery Faculty.  Coordinate efforts with the Pediatric Cardiac Surgery research & data collaborative within the Hopkins ACH Florida affiliate programs.
11. Provide support to the Department of Surgery IT initiatives as it relates to data mining/analytics, research, performance improvement projects and e-metrics (Cardiac QI Collaborative Projects). Represent Cardiac Surgery in the development of clinical documentation and workflow to meet regulatory performance metrics.
12. Participate in departmental/institutional committees, workgroups / projects that focus on clinical and research informatics; clinical data systems, clinical analytics and research. (Ex: JHM LAN Management, ICTR, Clinical Systems Advisory Council). Participate and represent Johns Hopkins at Regional, Statewide and National Committees, Meetings and Conferences. Represent Cardiac Surgery at divisional, departmental and enterprise meetings.
13. Lead and represent JH CS in collaborative work with MCSQI, MHCC, STS and other professional and hospitals and health care organizations.
14. Manages the  JHU Intersession Student Program in Cardiac Surgery.  Updates the curriculum, and  provides oversight of the program with the Faculty and Adminstrative Director of the/ Program
15. Other duties as assigned.

Accountability:

Faculty and administrative leadership will obtain, in a timely manner, accurate and valid data that supports clinical registry participation, clinical research, quality improvement and administrative and academic projects. Accomplishments will include: achievement and compliance with high quality clinical registry data collection, timely submission and reporting. Faculty and collaborative teams will receive data for research, clinical professional presentations and publications. The divisional will be able to obtain timely assistance from a contact person off business hours and including weekends. When job duties are performed satisfactorily, the Division will enjoy trouble-free access to networks, databases, and software packages that enable them to efficiently carry out their day-to-day activities. The candidate will communicate regularly and directly on projects and issues with the division chief and division administrator.

Minimum Qualifications

Bachelor's degree.5 years related experience.

Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis.  For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Preferred Qualifications

Master's degree preferred.

Some supervisory experience and a strong technical background are strongly preferred.

Special Knowledge, Skills, and Abilities

Comprehensive knowledge of data management practices and research is essential. Experience with Electronic Medical Record platforms. The individual must possess knowledge of the SQL language, data base methodology, clinical registries, dashboard reporting and statistical expertise in order to provide oversight and direction to those individuals being supervised. Expertise with Microsoft's suite of office programs (Exchange, Access, Excel, and Word). Excellent written and oral communication skills and a positive customer service attitude are expected along with the ability to establish and meet work schedules within limited time frames and under tight deadlines.

• The position requires that the individual to be accessible during off hours and be able to physically lift and carry computer equipment on occasion. The work may cause mental/visual fatigue due to attention to detail, the stress associated with adherence to tight deadlines, significant overtime, and frequent use of Computers. Occasional Travel is required.
