The Johns Hopkins School of Education has just launched a new unit, the IDEALS Institute, focused on promoting high-quality early learning, developmentally appropriate care across the life-span, and impactful educational practices. This new unit is spinning-off from its previous affiliation with an existing multi-million-dollar portfolio of work to better position its expanding growth and impact in the field. This unit is seeking a senior level Project Manager to provide direct oversight and coordination of multiple critical impact teams within the Institute to ensure on-time, within budget, and scope-aligned fulfillment of grant and contract deliverables. The position is a member of the organization’s Leadership Team and reports directly to the Institute’s Chief Operating Officer, and indirectly to the Institute’s Deputy Director. The Project Manager’s responsibilities encompasses five major inter-dependent teams: 1) Communications and Marketing; 2) Technical/Product Development, 3) Finance and Administration, 4) Training and Professional Development; and 5) Content Experts/Project Leadership.
This position is responsible for alerting department and overall organization leadership to challenges with project completion, while identifying strategies for rectifying problems. The Project Manager maintains responsibility for all project reporting – including specific requirements by grant and contract, timelines, and will implement, monitor, and lead reporting update processes for the entire Institute. The successful candidate will also be part of the upfront proposal development, helping with cost and time estimation. This position has high visibility and accountability with all operational units across the Institute, as well as external sponsor teams, and regularly works with those areas on matters relating to project deliverables.
The project manager will be responsible for setting the project strategy, prioritizing deadlines based on interdependent deliverables, , building consensus, and coordinating product scope, priorities, budgets and schedules with the project team, internal and external stakeholders and outside vendors as needed to ensure high-quality, effective, and efficient achievement of project goals.
Specific Duties & Responsibilities:
Set and oversee the execution of all assigned tasks and deliverables
Set clearly defined objectives and deliverables
Ensure on time and in compliance reporting for all grants and contracts
Build consensus with internal and external stakeholders
Evaluate all vendor sub-contracts for competitiveness, and establish monitoring processes for ensuring compliance with their contracts, and determine consequence and remediation strategies as needed
Prioritize tasks and product/project needs
Assign, delegate and project manage tasks to project members and vendors; including working closely with organizational and team leaders to proactively address and remediate problems
Assists in stakeholder contact and communication pertaining to specific project phases
Establish regular and as needed meetings, trainings, etc, confirming agendas and related materials; facilitate as needed
Level of Independent Decision Making
Very High. This position independently monitors contract/grant deliverables and terms with partners, clients, sub-grantees and vendors. Independently meets with executive level leaders and sponsors to assess project progress, risks and resources and can make commitments for follow up plans, scope and deadline changes and budget changes. This position works collaboratively with all members of the leadership team, and directly interfaces with all members of the organization.
Internal and External Contacts
Very High. This position routinely meets with executive sponsors within JHU, governmental leaders and sponsors.
Minimum Qualifications (Mandatory):
5+ years of project management experience, ideally including web/tech product management experience, with preference for experienced cost estimators.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
BS/BA in Management Information Systems, Management Information Technology, Communications, Computer Science, or related technology.
Special Knowledge, Skills, and Abilities:
Understands the “big picture” of a large-scale social-impact initiative, so the ideal candidate will understand the complexities of inter-dependent teams, bureaucracies, and on-the-ground public policy deployment WHILE coming to the table with proven strategies and a track record of being successful or learn our current project management system, SmartSheet.
Ability to forecast and realign project timelines and resources.
Ability to communicate technical subject matter to non-technical audience.
Proven track record of doing cost estimation for time and effort, with preference for candidates who can help determine market rates and costs.
Ideally experienced in writing grant/contract proposals in governmental and/or non-profit organizations.
Excellent written, verbal and presentation communication skills.
Ability to proactively identify process shortcomings and document steps needed to rectify.
Knowledgeable on leading project management techniques, tools and trends.
Must demonstrate exemplary inter-personal team skills.
Ability to use PMP certified preferred; Agile and/or SCRUM familiarity a plus.
Demonstrable success on a project of similar size and scope.
Experience with academia, education and public policy mission-oriented organizations a plus.
Must possess strong leadership and interpersonal skills, and emotional intelligence as demonstrated by a personal style which facilitates collaborative relationships while effectively project managing.
Must be comfortable working in a matrixed environment, but with clear lines of accountability and responsibility.
Ability to multi-task and must be organized and project oriented.
Financial planning experience and an analytical approach to problem solving are essential.
Be willing to roll up sleeves, thrive in a start-up culture, and willing to pitch in as needed.
Must want to make a difference and be mission- oriented.
