The Maryland Department of Transportation State Highway Administration (SHA) OPPE/ Travel Forecasting and Analysis Division (Baltimore City) is recruiting for a Transportation Engineer IV (Transportation Engineer IV) position. This position is open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification in the OPPE/ Travel Forecasting and Analysis Division (Baltimore City).
This position is responsible for supporting, developing and managing travel demand forecasts and technical analyses for complex planning, design and construction projects. The information and analyses are utilized by various customers and divisions throughout the Maryland Department of Transportation State Highway Administration (MDOT SHA) as well as outside agencies and the public.
The work requires knowledge of traffic engineering/analysis, traffic simulation tools, and travel demand forecasting. Tasks range from project management of traffic operation analyses to developing existing and future travel demand data, operational and safety-related evaluations, effective customer communications, preparing/reviewing technical reports and correspondence, managing consultant tasks and/or contracts, performing field observations, etc. This position also requires review of Traffic Impact Studies, and may be responsible for the supervision, review and approval of consultants’ work products.
The position will work with Metropolitan Planning Organizations (MPOs), local jurisdictions, and other Transportation Business Units (TBUs) such as MDTA, TSO, MTA, etc. depending on project circumstances. This position may assume team leadership responsibilities for one or more Counties as needed and may serve as a project liaison or MDOT SHA representative for traffic-related issues at various project team and public meetings.
QUALIFICATIONS: EDUCATION: Possession of a bachelor’s degree in engineering from an accredited college or university.
EXPERIENCE: Four (4) years’ experience in professional engineering.
SELECTIVE QUALIFICATION: Two (2) years of traffic engineering experience.
* A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability).

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master’s degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.
The candidate should have the ability to communicate effectively both orally and in writing and possess good customer service skills. The candidate should also have the ability to handle multiple tasks, exercise initiative and sound judgment. The candidate should be able to interpret and conform to laws, rules, regulations and policies. Experience in traffic analysis, traffic simulation tools, and travel demand models preferred. A Professional Engineer’s License is preferred.
LICENSES & CERTIFICATIONS: Candidate must possess a motor vehicle operator’s license valid in the State of Maryland.
