NYC Transit is seeking an experienced, dynamic leader to fit the role of Assistant Chief Procurement Officer to head a Procurement unit and manage personnel responsible for numerous contract actions in the form of Bids, RFP’s and Change Orders.
The Assistant Chief Procurement Officer will be responsible for complex, special projects, high level procurement actions, and presentations to senior staff. Examples of complex projects the selected candidate may be asked to handle include new technology, signals and communications initiatives. The use of alternate contract delivery strategies such as design-build or innovative financing methods may also be implemented. The selected candidate will strategize and administer procurement policies and procedures to facilitate a customer oriented procurement operation and incorporate it into the overall planning of the customer’s department activities.
Additional responsibilities of the role include deciding on issues of contract sufficiency, methods of procurement, interpretation of contracts, postponement, cancellation or rejection of bids, evaluation of proposals and contract negotiations. The Assistant Chief Procurement Officer controls the preparation and negotiation of supplementary agreements, modifications, Additional Work Orders and changes to scope of work and completion schedules, pricing, fee schedules and closeouts. The successful candidate will be responsible for timely award of federally and locally-funded contracts and change orders for complex, high-dollar value procurements as well as negotiating with contractors and ensuring timely completion of contract awards.
Education and Experience Requirements:
A Baccalaureate degree from an accredited college and ten (10) years of satisfactory, full time experience including five (5) years of experience in a managerial or administrative capacity.
OR a satisfactory equivalent combination of education and experience.
The selected candidate should have in-depth knowledge of types and methods of procurement, strategies, negotiation techniques, financing and contracting. An understanding of administrative inter-relationships in public sector organizations is also desired. The successful candidate should be highly skilled in project management and conflict resolution and problem solving. The role will also require demonstrated leadership abilities. Excellent verbal and written communication as well as strong presentation skills are also desired.
