JOB SUMMARY

This position is responsible for managing the operations of the Watershed Division, including ensuring compliance with the City's Phase II Stormwater Permit.

MAJOR DUTIES

• Manages the City's Phase II Stormwater Program. (35%)
  • Manages and enforces the City's Erosion and Sedimentation Control Inspection and Enforcement Program.
  • Manages and enforces the City's Illicit Discharge Detection and Elimination Program.
  • Oversees and manages the City's stormwater and watershed water quality sampling program.
  • Conducts public education and outreach initiatives associated with the City's stormwater program.
  • Assists in oversight of the City's annual detention pond inspection program.
  • Reviews site development erosion and sediment control plans for compliance with City regulations.
  • Reviews site development plans for environmental issues including Army Corp of Engineers permitting requirements and stream buffers.
  • Meets with engineers and/or developers, as needed, to discuss site development plan issues.
  • Oversees the WRM Stormwater web site.
  • Prepares annual stormwater reports for submission to Alabama Department of Environmental Management.
  • Serves as the City's representative to various local and regional watershed groups.
  • Notifies Director of any potential permit violations.
  • Communicates with Director and Assistant Director to convey project and goal updates.

• Supervises and manages the operations of the Watershed Division. (15%)
  • Trains, assigns, directs, supervises, appraises and disciplines division personnel.
  • Responds to, documents and resolves citizen complaints and concerns.
  • Develops and manages the division budget.
  • Develops, reviews and approves division paperwork, including requisitions, performance appraisals, and leave slips.
  • Conducts bi-weekly division staff meetings.
  • Attends weekly department staff meetings.
  • Prepares City Council and Water Board agenda items associated with Watershed Division items.

• Performs education and public outreach activities. (15%)
  • Directs and assists the Stormwater Coordinator in planning and organizing the annual Erosion and Sediment Control Workshop.
  • Participates in annual Earth Day planning and activities.
  • Participates in Auburn University Water Festival activities.
  • Prepares and presents educational materials on stormwater and watershed management.
  • Participates in other education and outreach activities as assigned and as opportunities are made available.

• Performs project management duties. (10%)
  • Serves as project manager for stormwater-related projects such as stream restoration projects, stormwater low impact development projects and other various stormwater best management practices.
  • Manages the development, submission and distribution of Consumer Confidence Report as required.
  • Manages water quality monitoring programs and projects.
  • Prepares construction documents for related projects (e.g. permit applications, etc.)

• Exercises direct supervision over assigned personnel. (15%)
  • Interviews, selects, and trains assigned personnel.
  • Assigns, motivates, appraises, and directs the work of assigned personnel.
  • Recommends discipline and terminations of assigned personnel.
  • Reviews work and counsels and coaches subordinates as appropriate.
  • Oversees safety for assigned personnel, facilities, and equipment.
  • Coordinates schedules of assigned personnel.
  • Reviews and approves timesheets.

• Performs related duties. (10%)

KNOWLEDGE, SKILLS AND ABILITIES

• Knowledge of stormwater and watershed management principles.
• Knowledge of federal and state regulations related to stormwater, and other watershed related issues.

SUPERVISORY CONTROLS

The Water Resources Management Assistant Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.

Guidelines include Federal Phase II Stormwater regulations; the City's erosion and sedimentation control ordinance and standards; Watershed Division standard operating procedures; the City's Water Resource Management  and Public Works Design and Construction Manuals; the City's Illicit Discharge ordinance; the City's Stream Buffer ordinance; the Alabama Handbook on Erosion Control, Sediment Control and Stormwater Management on Construction Sites and Urban Areas; the Clean Water Act; Alabama Department of Environmental Management regulations; U.S. EPA regulations; U.S. Army Corps of Engineers regulations; City and department policies and procedures; and City of Auburn Core Values, Vision, and Mission statements. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK

• The work consists of varied duties in the management and supervision of division operations. Strict regulations and need to balance stakeholder interests contribute to the complexity of the position.
• The purpose of this position is to manage the City's watershed division operations. Success in this position ensures compliance with local, state and federal regulations, avoidance of fines or litigation and successful stakeholder relationships.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

• The work is typically performed while intermittently sitting, standing or stooping. The employee occasionally lifts light objects weighing less than 24 pounds and heavy objects weighing 24 or more pounds. The employee distinguishes between shades of color, and utilizes the sense of smell.
• The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISION EXERCISED

This position has direct supervision over Watershed Program Coordinator, Stormwater Coordinator, and assigned personnel.
